About the Department 

The Finance Department mission is to manage, protect and report on the City of San José’s financial resources to enhance the City’s financial condition for residents, businesses, and investors. The Finance Department has four core divisions:

•   Accounting

•   Debt & Treasury Management

•   Purchasing & Risk Management

•   Revenue Management 

The Finance Department works in partnership with the departments of Human Resources, Information Technology, and Public Works as the City’s Strategic Support City Service Area to effectively develop, manage and safeguard City fiscal, physical, technological, and human resources to enable and enhance the delivery of City services and projects. The Finance Department has a $24.2 million operating budget with and 134 budgeted full-time equivalent (FTE) positions

 

Positions & Duties

 

In anticipation of potential promotional opportunities, the Finance Department is conducting a cascade opportunity, as it currently is seeking to fill one (1) Senior Analyst position in Finance’s Risk Management work unit and (1) Analyst I/II should the Senior Analyst or subsequent positions recruitment result in a vacancy. The Risk Management Division of the Finance Department offers unique career opportunities in public sector risk management and insurance programs. The Risk Management Division is responsible for procurement and oversight of the City’s property and casualty insurance programs.  The Division also provides contractual risk management, property subrogation claims reporting and negotiation, and other key services to City Departments including enterprise departments such as the Airport Department and San José – Santa Clara Wastewater Facility.  The work environment is dynamic and engaging, with Risk Management staff interfacing with nearly all City departments in the delivery of risk management services.

Senior Analyst

The Senior Analyst will report directly to the Risk Manager. The essential duties of this Senior Analyst position may include but are not limited to:

  • Supervises the Analyst I/II to include prioritization of work, training, and conducting performance evaluations
  • Oversees the service levels of the contractual risk transfer process and related business process automations
  • Coordinates property insurer loss prevention engineering visits and City’s evaluation and responses to the property insurer’s loss prevention recommendations (requires periodic offsite driving)
  • Analyzes City insurance policies to ensure adequate coverage and assist in negotiating favorable terms
  • Manages the insurance recovery process for property, builder’s risk, and liability claims
  • Serves as risk management subject-matter expert on requests for proposals for consultant services
  • Conducts research and gathers data to support risk management initiatives and decision-making
  • Collaborates with City staff, insurance brokers, and external partners as needed
  • Stays updated on best practices and emerging trends in risk management to support the continuous improvement of the City’s risk management program
  • Supports the Risk Manager in the:
  • Evaluation and implementation of risk management policy and strategy
  • Development of budget recommendations for the City’s general fund and special funds
  • Risk Management review of the Annual Comprehensive Financial Report
  • Writing of City Council and Advisory Committee memorandums
  • Review of insurance broker activities to ensure compliance with servicing requirements

 Analyst I/II

The Analyst will report directly to the Senior Analyst. Under general supervision, this position is a key member of the Risk Management team responsible for specialized support to risk staff and management.  The general duties of an Analyst I/II position may include but are not limited to:

  • Analyzes risks for various city procured contracts or special events and recommends appropriate contract insurance specifications.  Consults with the Senior Analyst about appropriate insurance language as needed. Reviews and approves certificates of insurance to ensure they are compliant with contract insurance specifications.  Requests corrections from the department contract managers and/or vendor as needed. 
  • Works with the Human Resources Department and the City’s insurance broker to place fiduciary liability insurance programs for the City’s defined contribution benefit plans.  Acts as the Risk Management Division’s main point-of-contact for questions related to the fiduciary liability insurance programs.
  • Updates and maintains the City’s property schedule to include updated values from property appraisals and information from the City’s Risk Manager or other City departments. Update the City of San Jose “Master” Property Statement of Values, as locations change, and appraisals are received throughout the year.  Update the property schedule when Risk Management is notified.  Reach out to departments to verify information as needed.
  • Handles administration including various reporting/coordination efforts on the Owner Controller Insurance Program (“OCIP”) placed by the City to support capital projects at the San José – Santa Clara Regional Wastewater Facility (“RWF”).  Oversees workers’ compensation claims activity for the RWF OCIP.  This function may require periodic offsite driving. 
  • Handles various general Risk Management department activities and administrative duties as assigned, which may include coordinating meetings, preparing presentations materials or other communications.  This may require periodic offsite driving.   
  • Manages the contracts/amendments process for Risk Management contracts, including coordinating reviews by City stakeholders like the City Attorney’s Office and City Budget Office and drafting memorandums for City Council or Advisory Committee action requests.
  • Other duties, as needed

Salary Information

The final candidate’s qualifications and experience shall determine the actual salary. In addition to the starting salary, employees in this classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay, which is included in the range below.

The Senior Analyst salary range is $102,800.88 – $125,252.40 annually

The Analyst I salary range is $80,676.96 - $98,083.44 annually

The Analyst II salary range is $88,058.88 - $107,016. annually

COVID-19 Remote Work Information

Per the City’s COVID-19 Mandatory Vaccination Policy, the City requires all new hires to provide proof of vaccination as a condition of employment absent an approved medical or religious exemption. “Fully vaccinated” means the employee has received two doses of Pfizer, Moderna or Novavax or a single dose of Johnson & Johnson.

Statement of Economic Interest

Upon commencement of employment and subsequently each spring, the incumbent of this position must file the Family Gift Reporting Form together with the Statement of Economic Interest-Form 700. In addition, candidates in the Senior Analyst and Analyst position for this work unit must be able to secure a City Driving Permit within 60 days from the employment start date.

Qualifications

 

Senior Analyst

A Bachelor’s Degree from an accredited college or university and four (4) years of increasingly responsible experience in general management/administrative analytic work in the areas of budget, finance, grant administration, organizational analysis, general administration, human resources, or related field in general analytical work.  Acceptable Substitution One (1) year of additional education above the Bachelor’s Degree level may be substituted for one (1) year of the required management/administrative analytic work.  Required Licensing (such as driver’s license, certifications, etc.)  Possession of a valid State of California driver's license may be required for some assignments

Analyst I

A Bachelor's Degree from an accredited college or university.

Analyst II

A Bachelor's Degree from an accredited college or university AND two (2) years of increasingly responsible professional staff analytic or administrative experience conducting studies, organizing and analyzing data, and preparing reports, recommendations, or conclusions for a functional area in budget, finance, grant administration, organizational analysis, general administration, or human resources.

Acceptable Substitution for Analyst I/II

Additional years of experience in a position comparable to the Staff Specialist with the City of San José in areas such as budget, finance, grant administration, organizational analysis, general administration or human resources may be substituted for the education requirement on a year for year basis.
