Applications Designer, Information Technology Services
The job of Applications Designer is done for the purpose(s) of assessing operations; ensuring availability of required technology, analyzing customer needs, and developing systems using rapid application development techniques. This position serves as a team leader and mentor in the software development class. Experience in programming in one or more modern high-level structured or object-oriented language is required.
FUNCTIONS:

Analyzes a wide variety of computer software applications for the purpose of providing operational computer technology (E)

Develops software applications for the purpose of ensuring efficient program operations (E)

Analyzes customer needs for the purpose of developing systems using rapid application development techniques (E)

Performs complex assignments (e.g., systems analysis, development, maintenance, and programming) for the purpose of meeting organizational needs (E)

Maintains documents, files and records for the purpose of providing up-to-date reference and audit trails for compliance (E)

Performs system analysis for the purpose of providing support to system requirements and specifications (E)

Prepares written materials (e.g., reports, memos, letters, etc.) for the purpose of documenting activities, providing written reference and/or conveying information (E)

Serves as a liaison between systems and programming for the purpose of computer system program development and maintenance (E)

Recommends computer hardware and software application acquisitions for the purpose of ensuring availability of required technology

Prepares project proposals, outlines and schedules for the purpose of ensuring that all programs and systems are sufficiently documented providing for adequate controls and checks

Assists other personnel for the purpose of supporting them in the completion of their work activities

Serves as a team leader (e.g., assuming team leadership responsibility and mentoring lower levels in the software development class) for the purpose of assigning, monitoring progress and reviewing work assigned

KNOWLEDGE is required to perform basic math including calculation of fractions, percentages and/or ratios; read technical information; compose a variety of documents; facilitate group discussions, and analyze situations to define issues and draw conclusions; 3GL and 4GL, systems analysis and design; database management techniques; Java Platform, Enterprise Edition, Java EE, SQL, PLSQL, HTML, and Javascript is desired.
SKILLS are required to perform multiple non-technical tasks with an occasional need to upgrade skills due to changing job conditions.
ABILITY to schedule activities; gather, collate, and/or classify data and consider a number of factors when using equipment; analyze data utilizing a complex process; utilize equipment under a variety of conditions for multiple purposes; work independently and with others in a wide variety of circumstances; work with data of widely varied types and/or purposes, problem solve to analyze issues and create plans using independent interpretation of guidelines; rapidly acquire new development languages; communicate effectively orally and in writing; program utilizing 3GL and 4GL languages; demonstrate skill in object- oriented analysis and design, client/server architecture, and Web applications; establish and maintain cooperative and professional working relationships with staff, the public, and other agency personnel; perform overtime and perform job safely.
WORKING ENVIRONMENT:
Occasional lifting, carrying, pushing and/or pulling; some climbing and balancing; some stooping, kneeling, crouching and/or crawling; and significant fine finger dexterity. Generally the job requires 70% sitting, 15% walking and 15% standing. The job is performed under minimal temperature variations, a generally hazard free environment, and in a clean work environment.
MINIMUM QUALIFICATIONS
EXPERIENCE:
Job related experience is required. A minimum of five years of full-time journeyman level experience in 3GL and 4GL programming, systems analysis and design, and implementation of programs utilizing database management techniques. Experience should reflect utilization of skills, knowledge, and ability requirements described above.
EDUCATION:
High school diploma or equivalent. Bachelor’s degree from a college/university with emphasis in Management Information Systems (MIS) or Computer Science (CS).
