Reporting directly to the Vice President for Finance and Administration, the Assistant Vice President for the Office of Information Technology is the Chief Information Officer for the College and provides leadership for information technology resources and services in support of the College's academic mission and related administrative tasks. The AVP/CIO works in conjunction with the President, Vice Presidents, Assistant Vice Presidents, Deans, and other campus leadership to plan, assess and set the direction for all matters involving computer technology. S/he is responsible for the planning, operation and maintenance of the institution’s complex technology environment. Responsibilities include oversight of academic and administrative computing, IT security, telecommunications, hardware asset management, software asset management, information services, application development and support , IT operations, shared services, network operations, faculty and staff help desk support services, student technology support services, OIT policy development and publication, and talent management including staff recruiting, staff evaluations, training and career development.
The AVP/CIO oversees the management of various hardware, software and cloud-based technologies, i.e., storage services, IT disaster recovery operations, mobile technologies, setting up and maintaining a secure digital infrastructure, maintenance and operations of college data centers, building management system interfaces and security, computer labs, reprographics operations, QC Incubator support, mail distribution, and emergency management support and vendor management. In addition, the AVP/CIO works closely with the Office of Facilities Management to provide for coordination and effective implementation for large and small physical plant improvements.
The AVP/CIO establishes standards and policies and manages the necessary infrastructure to facilitate the exchange of information and ensure appropriate security, connectivity, and interoperability for all centralized and de-centralized networks based on ITSM best practices and enforcement of CUNY IT security policies. The Office of Information Technology supports the Vice President of Finance and Administration’s coordination and implementation of the college’s strategic plan goals and objectives and works to support the College’s use of CUNY’s Enterprise Resource Planning system, CUNYfirst.
The AVP/CIO provides leadership in the use of information technology that supports both the short and long term goals of the college by researching, recommending, and implementing technologies that support teaching, learning, research and administrative functions. Working in concert with the Information Technology Advisory Committees (ITACs) for Academic and Administrative Computing, the AVP/CIO will obtain input and support for establishing IT priorities, direction and policies in support of student success, faculty enrichment, administrative efficiencies, and collaborations across the College and CUNY. The AVP/CIO will work closely with the Office of Communications and Marketing to ensure that the College’s internet, video, social media and cloud-supported technologies meet the communication needs of the College.
The successful candidate will oversee and assess the operations, planning and customer-focused service delivery of faculty and staff user support services while ensuring efficient utilization of available resources and a high quality of customer service. Duties will include managing various reporting requirements regarding the IT environment for CUNY, government agencies, professional and accreditation bodies, annual audits, annual performance plans, assistive technology assessments, IT security attestations, GASB 51 reporting, internal control assessments, and PCI compliance reviews. In addition, the candidate will be a member of the President’s Extended Cabinet and President’s Council and represent the College as a member of the IT Steering Committee. The AVP/CIO serves on various CUNY working groups, committees and initiatives, as required.
The candidate will oversee a staff of full-time and part-time employees, and have fiscal responsibility and accountability for the student tech fee budget and OIT tax levy budget’s planning, administration and reporting.
QUALIFICATIONS
This position is in CUNY's Executive Compensation Plan. All executive positions require a minimum of a Bachelor's degree and eight years' related experience.
PREFERRED QUALIFICATIONS

Five years of demonstrated administrative management experience in most or all of the following areas: enterprise resource planning (ERP) systems, learning management systems, file server and networking infrastructure, application software development, network, computer and data security and related issues, technical training, micro-computer installation and maintenance, user support services, computer labs, and policy development regarding information services for students, faculty, and staff.

Experience with computing, networking, and instructional technologies systems in a university environment.

Experience with PeopleSoft, Course Management Systems (Blackboard), Sharepoint and Web Content Management Systems.

Demonstrated ability to lead and to develop leaders, as well as the ability to project a strong positive image of the College with parents, students, faculty, staff, and others.

Excellent writing, speaking, and interpersonal skills. The ability to work effectively and collaboratively within a large, complex university system and to negotiate with a wide range of constituencies.

Demonstrated experience managing IT teams of 10 or more in a complex organization.

The ability to develop knowledge of, respect for, and skills to engage with those of other cultures and backgrounds.
