Under general supervision of the President, the Chief Information Officer (CIO) directs operations of the Information  Technology (IT) department including planning, coordinating, and initiating the activities of the office to ensure efficient and effective operations.  Responsibilities also include the procurement, implementation, management, planning and development of all College technology infrastructure. The CIO develops and implements procedures for IT project management, scheduled system maintenance, projects involving changes to the physical plant, and departmental budget control. Additionally, the CIO plays a critical role in institutional compliance. In addition, the CIO serves on the President's Council and participates in the discussion, formulation and interpretation of College policies.  The CIO is responsible for the supervision and management of IT department personnel.

DUTIES AND RESPONSIBILITIES

  • Manages all aspects of the college's information technology infrastructure. Manages prioritization and implementation of all aspects of the college's technology projects including oversight of the college's ticketing system. Develops budget for IT department, maintains budget control and management, and supports the institutional budget process for short- and long-term planning to support a sound institutional technology infrastructure. Develops and implements the college's Technology Plan in support of the institution's mission and Strategic Plan.
  • Evaluates new technologies, processes, and methods to ensure alignment with best practices in technology infrastructure, information security, and system operations.
  • Employs best practices to ensure system stability, uptime, and infrastructure reliability. Serves as the primary administrative contact for all IT vendors; responsible for managing IT vendor relations; ensures that all warranty, maintenance, and support agreements are in place, current, and meet the institution's needs; assumes overall supervisory responsibility  for the College's data and voice communications technologies. 
  • Guides the development of the College's Information Technology Master Plan, in support of the College's strategic plan; establishes and reviews long range planning, goals and priorities for IT resources and services. Ensures that the plan is communicated to the College community and executed in a timely manner.
  • Plans, evaluates, and recommends the purchase, replacement and upgrade of hardware, software and networking/telecommunications components to ensure successful operations.
  • Prepares reports on IT operations, budget items, proposals, and other associated items as needed.
  • Implements procedures for communicating IT information to the college community .As needed, provides or assists in securing training specific to IT.
  • Remains current in best practices related to all areas of information technology. Experience with large-scale implementation of technology projects.
  • Maintains awareness of and ensures that the College is in compliance with federal, state and local regulations as well as accreditation requirements for compliance as applicable to information technology.
  • Maintains proficiency in current technologies.
  • Directs the technical and professional development of the staff of the Office of Information Technology Services.
  • Acts as the representative of the College to SUNY in all matters related to information technology.
  • Performs other duties as assigned.

Requirements:

Education & Experience

Minimum Requirements

  • Master's degree in Computer Science, Computer Information Systems, Business Administration, or related field.
  • Five (5) years of successful experience in Information Technology, two (2) of which must have been in a supervisory capacity.

Preferred Requirements

  • Advance degree in a related field of study.
  • Progressively responsible IT experience in higher education, preferably within a community college.
  • Direct experience with Banner (or related products), information security, and project development and implementation.
  • Clear demonstrated leadership in a large, complex organizational setting, preferably within a community college.
  • Demonstrated knowledge of best practices surrounding information technology, data security, and technology infrastructure.
  • Ability to communicate effectively both orally and in writing.
  • Demonstrated understanding of and commitment to the community college philosophy.
  • Proven ability to work as a team player, appropriately exhibiting a positive attitude, a sense of humor, and the ability to tolerate and flourish in an environment characterized by multiple complex factors, competing priorities, ambiguous situations, and resource challenges.
  • Ability to supervise and evaluate assigned staff while building a highly effective working team.
  • Ability to interpret and apply college policies and procedures; ability to resolve issues, resulting in mutual respect and tolerance for varying points of view
