Position Summary: The Chief Information Officer (CIO) leads university-wide IT planning and operations including telecommunications and audio/visual services. The CIO coordinates the development and the delivery of IT services for instruction, administration, and research; supervises the Information Technology organization; and represents the university’s information technology interest regionally and nationally.

 

 

Essential Job Responsibilities:

 

1.   Strategic and Tactical Planning                                                                          

  • Consulting with the appropriate members of the university community, develop the Information Technology Strategic Plan, consistent with the university’s Strategic Plan.
  • Based on the Information Technology Strategic Plan, develop ongoing tactical plans and the yearly budget to support them.
  • Implement the tactical plan within the approved budget.
  • Provide consultation to advisory committees on technical requirements, resource requirements, training, project prioritization, and scheduling considerations for approved and prospective technology initiatives.
  • Provide guidance, technical support, and consultation on information technology issues pertaining to academic and administrative needs and initiatives in accordance with the university’s tactical and strategic plans.

 

2.   Support of IT Services for Instruction, Administration, and Research

  • In consultation with appropriate university advisory committees, establish and publish Information Technology hours of operation, practices, procedures, and responsibilities, consistent with approved staffing and funding levels.
  • Develop service level performance measures for ongoing operations such as: Helpdesk, PC support, telephony support, administrative systems, and network availability/access (on and off campus) and support within approved funding and staffing levels.
  • Ensure that the academic community needs are met by all functional groups within the Office of Information Technology, including Academic Technology Services, User Support Services, Infrastructure, and Applications Development.

3.   Supervises the Information Technology Organization                                      

  • Develop and maintain a technology organizational structure that is highly service oriented and responsive to the university’s needs.
  • Develop annual performance measures consistent with budgets and priorities within IT based on the annual tactical plan.
  • Develop and manage the organization’s budget to support the annual tactical plan.
  • Responsible for the day-to-day personnel management of the Office of Information Technology, including team building, performance evaluation, goal setting, professional development, employment, and termination.

 

4.   IT Governance and Policy Administration                                                         

  • Develop and maintain a governance model for the Office of Information Technology.
  • In consultation with the appropriate committee, develop, publish, and maintain the policies and procedures for the Office of Information Technology.
  • Recommends, in consultation with the appropriate advisory bodies, and publishes technology standards to be supported by the Office of Information technology.
  • Provide liaison and consultation to the academic and administrative information technology advisory committees.

 

5.  Departmental Administration                                                                             

•     Provides regular updates to the Vice President of Finance and to the appropriate committees on the status of current projects and of the tactical plan, including pending issues and recommendations for actions and on service levels against performance targets and make recommendations for action if necessary.

•     Make recommendations for license compliance. Monitor and report on the status of the license compliance program.

•     Fully cooperate and assist with all internal and external audits and respond in a timely manner to all audit findings and recommendations, including taking appropriate corrective action.

•     Develops and manages the Information Technology budget within approved university guidelines.

 

 Other Functions:

1.    Maintain professional competence.

2.    Maintain a profile in the regional and national Information Technology Community.  

3.    Other duties as assigned.

 

 

Minimum Job Requirements:

 Education: A graduate degree in Information Systems, Business administration or a related field, or the equivalent combination of education and experience.

 Experience:

  • Extensive and progressively more responsible experience in information technology, including senior management experience.
  • Extensive experience in budget and organizational management.
  • Experience in higher education highly desirable.

 

Specific Skills:

  • Demonstrated knowledge of a broad range of information technologies, including administrative and academic computing, telecommunications, audio/visual services, information management, and security.
  • Demonstrated ability to integrate the various areas of an information technology department.
  • Demonstrated ability to create and implement a vision for Information Technology within a university.
  • Demonstrated ability to conceptualize and articulate Information Technology directions and choices to university officers and others in the university community.
  • Excellent communications skills.
  • Demonstrated initiative and organizational ability.
  • Demonstrated commitment to building and maintaining a diverse staff.

 

Specific Knowledge, Licenses, Certifications: None

 

Supervisory Responsibility (if applicable): Supervises the entire Office of Information Technology with direct reports to the Associate Director for Infrastructure and Planning, the Senior User Liaison, the Academic Technology Liaison, the campus technology leads on other campuses, and the Technical Support manager.

 

Working Conditions: Works in normal office environment. May be required to lift up to 40 pounds.
