Job Description Summary

JOB SUMMARY

The Chief Information Officer provides vision and leadership for developing and implementing information technology initiatives. This position directs the planning and implementation of enterprise IT systems in accordance with the mission, core values, and purposes of San Juan College.

Duties & Responsibilities

MAJOR DUTIES

  • Authorizes and oversees the deployment, monitoring, maintenance, development, and support of all hardware and software based on institution wide needs. 

  • Develops configuration and monitoring standards for network performance and implements and monitors controls to ensure the standards are maintained. 

  • Evaluates business needs, objectives, and goals, researching products available and designating procedures to best meet those needs as a system. 

  • Analyzes complex business needs presented by the user community and clients and recommend technical solutions. Develops plans for implementation of new projects, coordinating process with project leaders. 

  • Develops and implements all ITC policies and procedures, including those for architecture, security, disaster recovery, standards, purchasing and service provision. 

  • Coaches and directs ITC staff in operational activities to ensure compliance with College goals, objectives and the approved budget. 

  • Manages ITC staffing including: recruitment, supervision, scheduling, development, evaluation and disciplinary actions. 

  • Maintains awareness of changing IT trends and regulations. 

  • Oversees negotiation and administration of vendor, consultant and service contracts. Evaluates vendor contract services to ensure the College receives the full scope of service detailed in ITC contracts. 

  • Develops an ITC annual budget, equipment budget, and cost and benefit analyses for ITC spending and initiatives, providing justification for budget when needed. 

  • Collaborates with Academic Divisions to ensure effective educational technology for academic offerings. 

  • Directs research on potential technology solutions and implementations in support of new initiatives. 

  • Provide direction and supervision to the functional areas/departments within Information Technology Center (ITC).

  • Oversee an ITC department consisting of approximately twenty-four (24) full-time staff plus several student workers.  

  • Ensure voice communication technologies in a wireless environment, Oversee the management of the office computers and lab computers.

  • Work with Network Team supporting the CISO (Chief Information Security Officer) and compliance remediation. 

  • Serve as the project manager for the implementation of new or additional modules for the Colleague ERP system

  • Advise the Executive Vice President for Administrative Services regarding the use of contractual services in the performance of the duties of the Information Technology Center department.

  • Working with the Network Manager understand network topology and oversee management of a network. 

  • Ensure appropriate participation of information technology staff are included in the planning process for building projects and see that technology needs are met in new construction or renovation.

  • Participate in the risk management process by keeping a business (Disaster Recovery) contingency plan in place.

KNOWLEDGE REQUIRED BY THE POSITION

SUPERVISORY CONTROLS

Position reports to the Executive Vice President. The EVP along with the CIO establishes department goals and objectives. The supervisor reviews work through conferences, reports, and observation of department activities.

GUIDELINES

Guidelines include board policies, the employee handbook, and college and department policies and procedures. These guidelines require judgment, selection, and interpretation in application. This position develops departmental guidelines.

COMPLEXITY/SCOPE OF WORK

  • The work consists of varied management and supervisory duties. The variety of technology software and hardware utilized, and frequent interruptions contribute to the complexity of the position.

  • The purpose of this position is to direct the college’s information technology center functions. Success in this position results in the efficient and effective operation of information technology center, consistent with college objectives and in compliance with laws and regulations.

CONTACTS

  • Contacts are typically with co-workers, other college personnel, faculty, staff, board members, contractors and vendors, other IT professionals, students, and members of the general public.

  • Contacts are typically to give or exchange information, to resolve problems, to provide services, to justify or negotiate matters, or to motivate or influence persons.

PHYSICAL DEMANDS/ WORK ENVIRONMENT

  • The work is typically performed while sitting at a desk or table. The employee occasionally lifts light objects.

  • The work is typically performed in an office.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY

This position has direct supervision of Director of User Services (1), Media Services Manager (1), Director of Enterprise Systems and Network (1), Network Services Manager (1), Director of Online Services (1) and a Senior Administrative Assistant (1).

Qualifications

MINIMUM QUALIFICATIONS

  • Bachelor’s degree in Computer Science, Higher Education Administration or Business Administration is required. Master’s degree is preferred.

  • Five (5) years of full time experience supervising IT staff and department is required.

  • Prior experience with Colleague ERP system or equivalent higher education ERP system experience is preferred.

  • Prior IT supervision within a higher education environment is preferred.
