The Great Basin College Chief Information Officer is responsible for providing leadership and management for Information Technology Services (including Academic and Administrative Computer Services, Audio-Visual, Web Services, Online/Distance Learning administration, Library Services, Marketing & Communication and Institutional Research Departments within Great Basin College.

 

The primary purpose of the position is to support the college to accomplish its mission and goals through the application of information technology, to manage and direct the college’s Information Technologies in information and data processing functions and to develop communications and information systems and networks aligned with the college and NSHE management plans. The CIO provides development, implementation, vendor evaluation and selection, budget oversight and evaluation of appropriate technologies to support teaching and learning throughout the College for faculty, administration, staff, and students.

 

The CIO reports to the President and serves on President’s Council. This position will make decisions on appointments, transfers, and promotions. In addition, this position must develop, review and manage budgets and develop, amend and institute policies and procedures and develop the Technology Master Plan. The CIO is an integral part of the College President’s executive leadership team and works closely with members of that team to facilitate leadership across campus.

 

The CIO’s work involves significant discretion and substantial involvement in the development, interpretation and implementation of College and NSHE policy. The CIO is also responsible for advising the President on budget and planning matters concerning all functions of information technology, the library, institutional research and marketing and communications. The person in this position serves on key committees internally, externally, and at the system level. The CIO combines both strategic thinking and strong execution skills across various forms of education styles as well as a clear and transparent communication style.  This position is based in Elko, Nevada.

 

Minimum Qualifications:

  • Bachelor’s degree from an accredited college or university in computer science or related field OR Bachelor’s degree with appropriate experience

  • A minimum of seven years of experience managing IT operations of multiple disciplines concurrently, including progressively responsible managerial, supervisory, and administrative experience

  • Familiarity with the principles and practices of administration and supervision of IT department, including budget development, project management, task assignment and performance evaluation

  • Seven years’ experience in strategic planning and execution

  • Familiarity with the principles and practices of administration and supervision of a college library, including budget development, project management, task assignment and performance evaluation

  • Strong oral and written communications skills sufficient to convey information effectively to a wide array of clientele;

  • Experience in support of the teaching and learning process

  • Ability to initiate and maintain professional relationships with a wide variety of clientele from a diverse community of administrators, faculty, students and staff

  • Policy level experience with information assurance and security

  • Local and Wide Area Network management experience,  Network protocols, Switches, Firewall, Routers

  • IT planning, organization, and development

  • Project management principles

  • Strong awareness of current and emerging technologies

  • Information Security best practices and compliance authorities

  • Applications and Infrastructure issues

  • Human resource management principles, practices, and procedures; and applicable laws and regulations as they relate to IT

  • Systems design and architecture

  • Web based distance and Online learning (D2L) and Learning Management System (LMS)

  • Awareness of Internet/Intranet, and Web development tools

  • Keep the library current and up to date in the areas of technology, databases, book collections, e-books, and online collections

  • Ensure optimal operations of the student open computer labs

  • Make sure that faculty, staff, and students are provided with technical and IT related support.

  • Experience in maintaining a campus wide secure wireless  network for students, staff and guests

  • Provide leadership and direction to technical support staff

  • Supervise, plan, and implement new technologies

  • Develop and implement Technology Master Plan for the College

  • Ability to effectively communicate orally and in writing

  • Presentation skills necessary to communicate with a wide variety of stakeholders such as executive leadership, faculty staff, students, and community members.

  • Ability to make technology understandable to non-technical audiences.

  • Ability to solicit input, research, develop, implement and evaluate the use of appropriate technologies to support the College’s mission and vision

  • Ability to provide and obtain information to and from a variety of levels of employees including executive management, faculty, and support staff with varying levels of technology expertise

 

Preferred Qualifications

  • Master’s degree in computer or information science or related field

  • Information technology leadership in a higher education setting

  • Experience in strategic planning, project management, and change management.

  • Institutional Research experience

 

Responsibilities

  • Oversee and implement all computing technologies including hardware and software for the college’s network, audio-visual Services

  • Provide leadership as the primary network technology resource on a complex, multi-campus network in support of Academic and Administrative computing

  • This position works with College leadership, staff, and faculty to direct distance learning and online credit educational opportunities to maximize the accessibility of College programs and services

  • This position and its staff support training in online software applications and leads the College in providing instruction in innovative software methods to support online learning

  • Direct, coordinate and supervise the activities of staff and faculty

  • Assesses all information technology functions and resources to identify problems, needs, duplication/gaps in services, etc. in the support of the agency systems

  • Oversee College Library Services

  • Provide leadership and supervision to the Marketing and Communications Department

  • Lead Institutional Research. Work with Institutional Research personnel to support and encourage the establishment and maintenance of standards of educational quality

  • Prepare and monitor related budgets in coordination with the Vice President of Business Affairs

  • Participation in college and NSHE wide committees as appropriate

  • Travel as needed

  • Other duties as assigned

 

Salary and Benefits

Annual salary range is $97,000 - $145,000 commensurate with experience and education.

Nevada System of Higher Education benefits package includes a 401(a) defined contribution retirement plan with employees contributing 14.50 % and a matching 14.50% from the employer, medical/dental/vision plan, benefit time, 11 paid holidays, and tuition waiver at Nevada System of Higher Education  colleges for the employee and family.  There is no state income tax in Nevada.
