Arcadia University invites nominations and applications for the position of Chief Information Officer (CIO).

 

The CIO leads the university in planning and implementing enterprise information systems to support the University's academic, research, and administrative activities. Reporting to the Chief Financial Officer, the CIO has executive responsibility for the strategic planning, development, implementation, security, compliance and overall administration of distributed and centralized enterprise information systems. Must be committed to successfully managing complex information technology resources in a globally committed university, securing financial support for campus technology needs, and developing partnerships to enhance academic and administrative information systems. Experience should also include exposure to both shared and outsourced solutions, as well as support of in-house information and communication systems in a multi-site client-server virtual environment. The individual must demonstrate an appreciation of the global education experience. Individual must be able to participate effectively as a member of the senior management team of the University. Individual must demonstrate a commitment to staff diversity.

Responsibilities

Essential Functions 

  • Provides and ensures customer-centric information technology support to Arcadia University

  • Establishes excellent working relationships with the end-user community

  • Implements standards, procedures, and controls to ensure the security, reliability, and availability of all enterprise-wide infrastructure resources

  • Assesses and anticipates technology projects and makes recommendations for appropriate action and resources

  • Identifies user needs, resolves problems, and directs the building of teams to work across all levels of the University

  • Provides strategic direction to improve the University's bottom line

  • Anticipates the institution's long-term technology needs and delivers solutions to accomplish the University's business objectives and goals

  • Understands and documents University business processes and the support provided by University IT systems and staff

  • Delivers a hardened, secure IT environment

  • Assists in gathering, defining, and synthesizing requirements from University Departments

  • Communicates time estimates with project milestones, level-of-effort estimates, and level of complexity

  • Delivers end-user-driven solutions using the appropriate technologies including out-sourcing

  • Actively participates in key client committees, ad-hoc advisory groups, institutional/community activities, and planning committees

  • Assumes overall responsibility for meeting all Federal, State and Overseas requirements for student, faculty and staff electronic information

  • Recognizes, creates, tracks and delivers value-added and ROI technology activities

  • Negotiates and manages IT-related vendor contracts including procurement

  • Translates and articulates administrative and educational goals of the institution into technical initiatives

  • Directs budgeting, strategic and operational planning, business processes, and database system strategy

  • Develops and implements appropriate IT-related policies and procedures

  • Manages and mentors all IT staff

  • Keeps abreast of related technological advances, trends, 'best-practices' and 3rd-Party solutions

  • Drives organizational readiness around all IT and campus users

  • Provides end-user training and support

Qualifications

Required Knowledge, Skills and Abilities:

  • Strategic thinker with an open and collaborative style of leadership that fosters teamwork, sustains a learning and professional environment for staff, and develops a first-class service organization that engenders trust from the University community.

  • Significant experience in information technology strategic planning with substantive knowledge of the impact of technology on budget, teaching and learning, and business processes.

  • Demonstrated understanding of the academic and business operations of higher education

  • Experience with enterprise administrative applications, decision support systems, academic computing, and digital infrastructures including telecommunications and transport

  • Strong history of vendor relationships and negotiations including outsourcing and cloud-based services

  • Strong history of acquiring technology resources by renting what is needed, when needed, as opposed to buying

  • Solid project management experience

  • Strong team-building and mentoring skills

  • Excellent communication and interpersonal skills

  • Prior successful experience with management of third-party contracts

  • Prior successful experience with Academic Technology including learning management systems

  • Demonstrated history of improving the bottom line and delivering a solid ROI

  • Prior successful experience ensuring the security and integrity of University hardware, firmware, software and data

  • Experience with higher education administrative systems (for example PowerCampus, Unit 4, WorkDay, Banner, People Soft, Microsoft Dynamics GP, Salesforce.com, Hobson's Connect, RaisersEdge, Starfish, EMS, PowerFAIDS, or Starrez) delivered through cloud-based technologies is strongly preferred

 

Minimum Qualifications:

  • Master's Degree, preferred, with 10+ years of related work experience

  • Appropriate professional certifications

  • Earned doctorate is a plus

  • Experience working in a virtual environment that includes international teams is a plus
