Job purpose
The Chief Information Officer and Dean of the Library (CIO) reports directly to the Executive Vice President for all matter except for faculty promotion and tenure, and to the Academic Vice President for those faculty matters, and is the senior administrator at the University of Louisiana at Monroe responsible for academic and administrative technology planning, implementation, security, support, and quality.
Duties and responsibilities
The CIO oversees the Library and key IT units that enable academic and administrative functions, and works to promote IT solutions which improve the teaching, learning, research, and administrative environments. These areas encompass:
- Infrastructure– including networking, telecom, storage and computing platforms, e-mail, multimedia classrooms, computer labs, cloud based systems, and networked security systems
- Library – working with the Associate Dean of the Library to ensure up to date information retrieval services that complement the traditional library services.
- Support Services – provide support services for multimedia classrooms, computer labs, departmental computing, desktop computing, in house applications, second party applications, and IT help desk services
- Software development and acquisition – identify opportunities for in-house software development and assist departments in assessing and acquiring second party software
- Records Management – work with individuals and departments to ensure that all physical and electronic records are efficiently managed, retained, and destroyed in compliance with all administrative, audit, legal, financial, and state regulations.
- Access management – manage user access to key university IT systems
- Security – monitor business continuity and disaster recovery plans, assess security risks,provide security education and training, assess security risks and implement safeguards, develop and maintain university IT security policies.
- Data Quality – identify and implement policies and procedures that promote complete, accurate, and consistent administrative data.
- Data access – develop and implement a system that enables authorized users access to administrative data and preserves the security of this data.
Qualifications/Requirements
- Master’s degree required
- Minimum of five years of experience in higher education.
- Minimum of five years of experience at a significant level of management in information technology at a public institution or corporate structure that is comparable in size and complexity
- Preferred experience – demonstrated success in hiring, training, and leading a professional technology staff in the delivery of academic and educational technologies to support students, faculty, and staff.
