Director for EMSS Technology Services
The Director for EMSS Technology Services will identify, manage, and lead the technology and systems imperatives and value-added projects across the EMSS division, including but not limited to defining the required services, resource requirements, prioritization, and operating costs associated with each Divisional priority; will evaluate new and emerging technologies, software, and hardware, including technology devices, bringing to EMSS leadership opportunities for intra-office and inter-divisional benefit; facilitate the idea management process and the development of a common EMSS project portfolio process, which includes project sequencing and prioritization within the EMSS division; work collaboratively with IT Services to ensure the coordinated submission and management of EMSS IT projects. The director serves as the steward for all of EMSS computing resources, including, but not limited to, computers, printers, conference room media, and other peripheral devices in collaboration with each office. The director will supervisor three staff members (two developers and one technical support manager.) The position will also serve as the division’s lead business analyst as new projects are conceived, planned, and developed. This position provides critical technical desktop and software support services that directly impact the offices’ responsible for meeting the University’s goals related to recruitment, retention, graduation, career success and revenue generation.

Coordinate and conduct analysis for the expansion or modification of applications to serve new purposes or replace existing software, processes or systems. 10%

Provide leadership on systems implementation projects, including development, maintenance and/or project plans. Conduct regular meetings with stakeholders in EMSS to update staff on key EMSS and IT projects. 20%

Understand and determine the business needs to be met by EMSS projects, document, analyze requirements, and produce functional/technical specifications/designs for programs, functions, and projects. Manage the internal and external portfolio of EMSS projects and coordinate closely with IT Services project portfolio. 20%

Design, develop, modify, test and implement computer applications, and provide support and problem resolution of computer applications. 20%

Proactively communicate and collaborate with external and internal customers to analyze information needs and functional requirements and deliver functional requirements, use Cases, GUI, Screen and Interface designs, test plans, documentation, training, execution. Participate in client test planning and actual testing. 10%

Develop effective, positive relationships with, and act as an advocate/communication liaison for, IT services, business users, key University stakeholders, and EMSS staff members. 5%

Manage Divisional technology support desk; Work with EMSS staff in a proactive manner, offering solutions to problems and continually striving to improve the effectiveness and efficiency of the unit’s operations, as well as working to increase the overall effectiveness of the EMSS division. 15%

Bachelor's degree in systems analysis or computer science plus three years of relevant work experience.

Bachelor’s Degree in another field with at least 4 years of full-time work experience developing web-based applications, or a minimum of 5 years of full-time work experience developing web-based apps.
