Responsible for the overall management of the Technology Department and strategic planning of technology systems districtwide.  Provide expertise and direction in the development, deployment, and use of informational technology in the District. Ensure efficient and effective access to information and related technology by all campuses and administrative departments.
 
Qualifications:
 
Education/Certification:
Bachelor’s degree in computer science or related field or equivalent certifications/experience.
 
Special Knowledge/Skills:
Knowledge of computer network, hardware, and software applications
Knowledge of computer applications development and implementation
Ability to manage budget and personnel; coordinate district function
Strong organizational, communication, and interpersonal skills
Ability to interpret and implement policy and procedures
Ability to interpret data
 
Experience:
Three years experience in supervision and management of a technology department for a large organization
Experience working in a public school setting would be preferred

Major Responsibilities and Duties:
 
Technology and Information Management

  1. Assist schools and administrative departments to develop and implement plans to address technology needs, including evaluation of hardware and software and management of information relating to attendance, grade reporting, scheduling, demographic data, and budgetary information.

  2. Develop and implement district standards and specifications for hardware and software use.

  3. Develop and implement a district wide computer networking plan.

  4. Coordinate support between the education service center and district staff, including programming, application support, and end-user support.

  5. Manage, direct, and assign priorities and personnel to major projects to ensure attainment of district and department goals and objectives.

  6. Oversee the installation, maintenance, and repair of all computer hardware and software throughout the district.

  7. Provide for coordinated and effective delivery of technical assistance and staff development to faculty and staff for the installation,  troubleshooting, and use of technology equipment including computer hardware and software, network use, phone system, safety aspects, audiovisual and multimedia components and use, and user support.

  8. Devise, develop, implement, and maintain systems of internal controls, emergency and backup procedures, proper licensing, system upgrades, and disaster recovery plans to ensure integrity of information, security of databases, and internal network access control.

  9. Develop and coordinate a continuing evaluation of information and technology services and implement changes based on findings.

Policy, Reports, and Law

  1. Implement the policies established by federal and state law, State Board of Education rule, and local board policy in the area of information management and technology.

  2. Analyze complex business needs presented by schools and administrative departments, and develop and implement technical solutions. Explain technology solutions to senior management through presentation and advocacy.

  3. Compile, maintain, and file all physical and computerized reports, records, and other documents required.

  4. Participate in the research of and application for technology-related grants or revenue sources. 

Budget and Inventory

  1. Develop and administer the information services and technology budget and ensure that programs are cost-effective and funds are managed wisely.

  2. Compile budget and cost estimates based upon documented program needs.

  3. Participate in contract negotiations for computer hardware, software, maintenance, and related services.

  4. Coordinate the purchase of all computer hardware, software, and supplies; initiate purchase orders and bids in accordance with budgetary limitations and district policies.

  5. Approve and forward department invoices and purchase orders to accounting department.

  6. Recommend the disposal and replacement of obsolete equipment when necessary.

  7. Compile comprehensive short and long-term budget and cost estimates.

  8. Support appropriate staff that is responsible for the District E-Rate system, federal and state technology funding, and other applicable grants.

  1. Prepare, review, and revise job descriptions in the technology department.

  2. Develop training options and improvement plans to ensure exemplary operations in the    information services and technology area.

  3. Evaluate job performance of employees to ensure effectiveness.

  4. Recruit, train, supervise, and evaluate personnel and make sound recommendations relative to      personnel assignment, transfer, retention, and dismissal.

  1. Articulates the District’s mission and goals in the area of technology and information systems to the community and solicits its support in realizing the mission by having a positive and appealing district webpage.

  1. Attend professional growth activities to keep abreast of innovations in information management and technology services.

  2. Perform such other duties as may be assigned by the Superintendent of Schools.

 
Supervisory Responsibilities:
 
Supervise and evaluate the performance of technology staff.

Tools/Equipment Used: Standard office equipment, including computer and peripherals

Posture: Prolonged sitting; occasional bending/stooping, pushing/pulling, and twisting

Lifting: Occasional light lifting and carrying (less than 15 pounds)
 
Environment: Work is primarily performed in an office environment with frequent districtwide and occasional statewide travel; occasional prolonged and irregular hours

Pay range based on experience in similar position
0 yrs = $74,970 to 25 yrs $96,866

FISD pays $235 a month towards TRS aetna Health insurance.

Employees starting at the beginning of each school year may earn up to 5 local sick leave days and 5 state personal leave days for a total of 10 days per school year.
