Under administrative direction, plans, coordinates and manages the installation, performance, maintenance, training, and usage of all information technology activities of a college, including implementation of business and instructional systems software, operation of the college's voice, video, storage, and data networks, provision of customer service and of media resources, development of user guides, electronic equipment repairs, and on-site technical support.

Examples of Duties/ Essential Job Functions
  • Provides leadership for the development and implementation of the mission, vision, and goals for technology services at a college.

  • Plans, organizes, administers, and directs the operations, activities and staff of a college information technology services office including help desk services, telephone operations, instructional media services (audiovisual), and electronic repair services and oversees all technical and administrative aspects of a college's network operations.

  • Works in collaboration with the Technology Advisory Committee for the strategic development, evaluation, and implementation of a comprehensive information technology plan for the college that incorporates the accreditation standards for technology resources and telecommunications and supports the college's Educational Master Plan and Strategic Plan. 

  • Directs and manages the acquisition, installation, testing, and maintenance of hardware, software, and computing networks to assure adherence to technical specifications, compatibility with existing products and services, and makes fiscally prudent decisions in the best interest of the college.

  • Consults with administrators, faculty, and staff to evaluate the merits and costs of information technology and telecommunication projects, establishes priorities, allocates resources, monitors the progress of projects, and makes adjustments to schedules and scope of work as needed.

  • Assesses the current status of technology at the college, researches new technologies and software that would assist more effectively in delivering curriculum and enhance the effectiveness and efficiency of the work environment for the college, and makes recommendations based on that assessment.

  • Develops, evaluates, interprets, and enforces policies, procedures, and standards required to provide flexible and cost-effective technology services essential to quality instruction, student, and administrative processes and to ensure the integrity, security, recovery, confidentiality, and protection of college technology data, assets, networks, and equipment.

  • Confers with the Technology Advisory Committee for the purpose of identifying information technology training needs for college employees, participates in the development of training classes, user manuals and job aids, and evaluates the quality and effectiveness.

  • Oversees the training and support for the use of software and hardware for college end users and the online delivery of instructional programs, curriculum, and support services, including maintenance and upgrades to Canvas or other software platforms.

  • Supervises and evaluates the work of information technology staff, analyzes staffing levels and training needs, plans professional development opportunities for staff to maintain and upgrade technical skills to efficiently, properly and safely perform duties, and disciplines employees in accordance with established laws, regulations, policies, procedures, and collective bargaining agreements.

  • Directs the set up and maintenance of user profiles, access rights, resource allocation, login passwords, e-mail, and voice mail for voice and data networks.

  • Plans, develops and manages the budget and expenditures for the department.

  • Coordinates the development and the update of all systems documentation.

  • Assists in the development of vendor relations for effective negotiation, contract management, implementation, and ongoing support of information technology hardware and software purchases.

  • Oversees the technology, equipment, and software computer labs and training rooms and the hardware and software inventory for the college.

  • Directs the maintenance of the college webpage and ensures technology initiatives such as document imaging, electronic communications, and records management are sustained.

  • Maintains current knowledge of trends, emerging technologies, applications, and legal requirements in technology and implements as appropriate for the college.

  • Serves as the college technology liaison and works in collaboration with the District Office and other colleges to identify and prioritize the implementation of information technology to improve programs and services districtwide.

  • Participates on college and District standing committees as needed and represents the college at local, regional, state, and national conferences, meetings, workshops, and training seminars.

  • Prepares reports, makes presentations, and responds to inquiries from administrators, faculty, staff, students, outside agencies, vendors, and the public.

  • Performs other duties as assigned.

Employment Standards/ Minimum Qualifications

Education & Experience
A Combination of education and/or experience equivalent to: Bachelor's degree from an accredited four-year college or university with a degree in computer science, computer engineering, information technology, information systems, or a closely related field AND four (4) years of recent, full-time, paid experience in information systems design, information systems development, network administration, or computer applications training. Two years of the required experience must have been in a supervisory capacity. Specific experience with current technology related to the instructional process is highly desirable.

The employee is frequently required to stand and walk. Specific vision abilities required by this job include close vision and the ability to adjust focus. Lift and carry office supplies and equipment weighing up to 25 lbs.

Examination Process

The assessment process will include screening to ensure applications are complete and meet all minimum qualifications.  The application requires the completion of Supplemental Questions to evaluate your education, training and experience relative to the required knowledge and abilities for the position. Only the most qualified applicants, who pass the minimum qualifications review, will be invited to the assessment process.
 
The assessment process will include an oral board appraisal interview (100% weight). Passing score is 75% out of 100%.
