The IT Project Manager Scrum Master will be responsible for all phases of project management of implementing technology solutions that support the Enterprise Business Solutions (EBS) group and the mission of the Johns Hopkins Institutions.  This individual will participate in strategic planning and tactical execution of technology initiatives; facilitate communications between entities within the Johns Hopkins Institutions as they relate to the use of technologies; coordinate the work of teams of IT and non-IT professionals. 

The IT Project Manager Scrum Master will execute project management processes and methodologies to ensure projects are delivered on-time and within budget, adhere to high quality standards, and delight the customer. This individual will be responsible for coordinating project plans, team and work assignments, guiding, and monitoring work efforts on a daily basis, identifying resource needs, performing quality review, and escalating functional, quality and timeline issues appropriately. Project resources may be drawn from shared pools within and outside Enterprise Business Solutions (EBS); coordination of resources may be required with other managers.  Candidates will have experience presenting to executives, end-users, subject-matter experts, vendors and consultants. Candidate must possess excellent negotiation, facilitation, consensus-building, and diplomacy skills and will exhibit a strong customer service orientation. Candidate will be expected to stay current with a constantly changing technology and vendor landscape. This individual will serve as a knowledgeable liaison between the functional and technical communities.

Job Scope/Complexity:

Projects will be extremely complex and varied in nature and also requires the ability to balance the demands of multiple projects.  Projects will require technical knowledge in IT domains where the IT Project Manager is responsible.  Duties will also require building and maintaining strong, trusted customer and vendor relationships.

STRATEGY/LEADERSHIP

  1. Collaborate with and frequently lead, other technical experts, architects and subject matter experts to contribute to the technical success of technology projects for the enterprise.

  2. Engage key project stakeholders to ensure project is trending towards success.

  3. Works independently and frequently oversees work of others.

  4. Provide project oversight for adherence to institutional standards and guidelines for security, project management, continuous service improvement, and customer service.

  5. Develop improvement processes for operational use by the team to ensure successful completion of a project or IT process.

  6. Maintain knowledge of current trends and developments in the field.

  7. Maintains IT effectiveness and efficiency by helping to define deliver and supporting strategic plans for implementing information technologies.

  8. Build and maintain relationships through positive interactions.

  9. Incorporate and lead others in the use of software development lifecycles (Agile and Waterfall) to include analysis, design, development, testing, training, deployment, and maintenance of applications.

  10. Develop and maintain project documentation to include project proposals, charter, scope document, test scenarios, project schedule, and test plans, etc.

  11. Meet financial objectives by forecasting requirements; preparing an annual budget; scheduling expenditures; analyzing variances; initiating corrective actions.

  12. Supervise the use of approved data gathering and presentation tools.

  13. Supervise the project management process groups, which include initiation, planning, execution, monitoring and control, and closing.

  14. Prepare project status and reports.

  15. Supervise the communication, engagement, and encumbering of other resources needed to complete the project (i.e., Storage analysts, Enterprise Services, Help Desk, Disaster Recovery resources, etc.)

PROJECT MANAGEMENT

  1. Develop comprehensive project plans that merge customer requirements with IT goals and coordinate resources during all project phases, from initial deployment plans through implementation. 

  2. Communicate proactively with all resources to provide encouragement, identify problems, create solutions, and implement efficiency improvements.

  3. Coordinate resources, both internal and external, to ensure project success. 

  4. Manage project execution to ensure adherence to budget, schedule, and scope.

  5. Establish project timeline with appropriate stakeholders. Manage project to achieve approved timeline.

  6. Integrates multiple cross functional processes and disciplines to meet business and technical requirements by bringing perspective from all architecture domains (process, system, application information, data, and security).

  7. Provide timely status updates to key stakeholders, supervisors, and management as appropriate.

PLANNING AND INNOVATION

  1. Create an organized plan that achieves the goals and objectives of the project and aligns with the overall IT strategy. 

  2. Work with the key stakeholders to set timelines and expectations for project milestones.

  3. Work with the project sponsor and virtual project team to determine the scope of work and available resources. 

  4. Develop innovative processes and solutions to resolve project barriers. 

ANALYSIS AND DOCUMENTATION

  1. Produce high-quality documentation that meets Johns Hopkins standards and is appropriate for its intended audience.

  2. Develop and maintain project documentation to include project proposals, charter, scope document, test scenarios, project schedule, and test plans, etc.

  3. Prepare project status reports by collecting, analyzing, and summarizing information and trends. 

  4. Perform detailed analysis of core implementation tasks using data driven decisions.

  5. Develop measurable metrics to ensure the project continues to stay on task and on time. 

Required Education: 

  1. Bachelor’s degree required.

  2. Additional experience may be substituted for education.

  3. Experience beyond the work experience requirement may be substituted for the degree on a 2 years of experience for 1 year of education basis.

  4. Project Management Professional (PMP) certification desirable.

  5. Agile Scrum Master certification desirable.

Required Experience: 

  • Seven or more years of related work experience with computer systems and applications. 
  • Additional education may substitute for experience.

Equivalency Formula: 30 undergraduate degree credits or 18 graduate degree credits = 1 year of experience. For jobs where equivalency is permitted, up to two years of non-related college coursework may be applied towards the total minimum education/experience required for the respective job.

During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. Failure to meet this requirement may result in termination of employment.

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
