Purpose

Provide technical and administrative direction for information technology infrastructure for OnRamps Program to support scale and sustainability and ensure excellence in product and service delivery.

Essential Functions

In collaboration with the Associate Director of Enrollment and Management and Strategic Operations, devise and implement a strategic plan for technology infrastructure of OnRamps. Participate in program-wide efforts to establish priorities, implement standards, promote process improvements, and increase efficiency and effectiveness. Identify opportunities to leverage new and existing technologies to meet educational, operational, and financial goals of the organization. Ensure security, optimal use, cross-platform integration, cost effectiveness, performance, and scalability of technology products and services. Research, price, test, and recommend new technologies and product enhancements. Develop product requirements, documentation, and reports for internal and external audiences. Oversee development and enhancement of student information system and other complex IT projects. Oversee customer support products and services for thousands of end users, ensuring efficient and effective delivery of the highest quality customer experience. Establish policies, procedures, time-to-resolution goals for customer service teams across the organization. Recruit, hire, train, supervise, and evaluate OnRamps technology team, currently comprised of an instructional technology designer, software developer, and two helpdesk specialists. Analyze workflow, establish priorities, develop standards and procedures, assign and monitor work, and set deadlines. Work with vendors, university offices, and extra-university stakeholders to ensure performance, integration, and security of technology infrastructure across organizations. Develop and maintain positive vendor and partner relationships. Review contracts, monitor communication, and ensure timely receipt of vendor and partner deliverables.

Marginal/Incidental functions

Participate in weekly staff meetings, staff trainings, and collaborative process improvement.

Licenses: Class "C" Operator's Driver's License. Applicant selected must provide a current three year Driving Record from the current state of residence. If not currently a Texas resident, must obtain a Texas Driver's License within 30 days after entering Texas as a new resident.

Required qualifications

Bachelor's degree. Experience leading information technology teams, products, and services. Demonstrated ability to design, implement, and support informational and instructional technology infrastructure at scale. Knowledge of software development lifecycles and technologies, learning management systems, database architecture, and customer support service. Knowledge of and experience ensuring compliance with security policies, procedures, and practices for the protection of sensitive data protected by FERPA, HIPPA, or other agency. Demonstrated ability to foster effective working relationships with customers, peers, employees, and senior management. Ability to work across organizational units to achieve goals. Experience supervising and managing technical staff delivering mission-critical services. Demonstrated creative problem-solving skills. Demonstrated excellent verbal and written communication skills. Demonstrated excellent organizational skills with the ability to handle multiple concurrent assignments. Equivalent combination of relevant education and experience may be substituted as appropriate.

Preferred Qualifications

More than five years demonstrated experience in security design, implementation, operations and documentation of procedures and practices at a management level.

A criminal history background check will be required for finalist(s) under consideration for this position.

The retirement plan for this position is Teacher Retirement System of Texas (TRS), subject to the position being at least 20 hours per week and at least 135 days in length.
