Position Summary

The instructional technology accessibility specialist collaborates and consults with instructors and college staff to enhance and improve student learning in all instructional modes (traditional, hybrid, online), with specific emphasis on support for Universal Design (UDL) for Learning principles (i.e., multiple means of representation, multiple means of action and expression, and multiple means of engagement) and the development of accessible online instructional materials and practices. The essential functions of this position are instructional support, training, technical assistance, program oversight and advocacy. This position will work closely with other instructional support staff within the eLearning and Academic Technology department supporting instructors in the use of technology to enhance student learning; design, development and delivery of educational materials for a variety of subject matter areas.

Terms of Employment:

This is a 100%, 230-day academic position.
Requires the provision of official transcripts upon hire.
May require flexible work schedule to meet department/program needs, which may include evenings and/or weekends.
Upon hire, must pass security inquiry which may include criminal and/or driving history; only information relevant to the position will be considered

Salary Placement: 

Initial salary placement would rarely extend beyond step 3, $58,192.00/yr.

 Duties and Responsibilities:
Essential Functions:
Instructional Support
  • Provide comprehensive consultative support to instructors to enhance student learning through best practices and appropriate technology use that implements UDL principles and maximizes accessibility
  • Consults with instructors and provides guidance on the selection of accessible third-party technology and publisher resources.
  • Review new online courses to ensure accessible online instructional materials and practices
  • Advise in the use of accessible technologies as well as digital content for web-based learning and other instructional modes
  • Promote understanding of best practices, policies, and procedures regarding instructional accessibility, copyright, FERPA (privacy)

Training

  • Research and develop resources that support all instructional modes (traditional, hybrid, online), with particular emphasis on (UDL) principles and accessible instructional materials and practices
  • Provide training and technical assistance on the development of accessible instructional materials and practices, with particular emphasis on (UDL) principles
  • Provide training through individual consultations, workshops, online resources, and other methods
  • Develop and maintain guidelines for creating accessible documents and accessible media
  • Generate resource materials for on-demand instruction for those creating accessible content (documents, videos, etc.)

Advocacy

  • Participate in professional networks, listservs and research in the area of online accessibility; participate in related committees and advisory groups
  • Develop marketing materials to promote adoption of accessible instructional practices
  • Assists in the creation and promotion of a positive and supportive college-wide instructional climate for all students including those with disabilities

Program Oversight 

  • Collaborate with team members in the eLearning & Academic Technology department to advocate and support accessibility and (UDL) principles within department programming and services
  • Analyze accessibility requirements for department technologies and services
  • Conduct web and software accessibility and usability audits for compliance with WCAG 2.0 and Section 508 of ADAAA
  • Operate assistive technologies such as screen readers and others to test for accessibility support
  • Publish reports and provide guidance on accessibility testing results
  • Compile, analyze and report on vendor accessibility product statements and Voluntary Product Accessibility Templates (VPAT) and how well they meet standards

Technical Assistance

  • Provide technical assistance to faculty and staff in the design and redesign of educational media and provide assistance regarding problems that may arise with the use of assistive technology and alternate media
  • Coordinate with third-party publishers to report accessibility issues and to advocate for improvements
  • Provide technical assistance to campus committees on accessibility requirements for persons with disabilities
  • Provide technical assistance and guidance with accessibility requirements for department technologies and services to meet standards
  • Provide support to other employees as needed and provide lead work direction

 Qualifications:
Minimum Qualifications: 

Bachelor's degree in Education, Instructional Technology, Distance Education, Computer Science, Information Technology or a field related to Technology access
-AND-
One year of full-time equivalent experience designing, developing or assessing instructional materials used in web based learning that meet accessibility standards (WCAG 2.0, Section 508 of the Rehabilitation Act), with specific emphasis on support for (UDL) principles
-AND-
One year full-time equivalent experience teaching/training users (instructors, staff, students) on effective uses of technologies.

Core Competencies:

Knowledge:

  • Awareness of how barriers may arise between persons with disabilities who access and interact with websites, digital content and software commonly used in higher education
  • Experience with inclusive design practices to remove barriers that prevent interaction or access to websites and content by persons with disabilities
  • Familiar with various types of disabilities that impact learners such as visual, auditory, cognitive and motor disabilities
  • Adept understanding of the four principles of WCAG 2.0 (Perceivable, Operable, Understandable, Robust) and how these apply to design and development of websites and digital content
  • Competent in areas of pertinent legislation and regulations relevant to information access for persons with disabilities (Section 504 & 508 ADAAA)
  • Familiar with a wide array of assistive technologies including but not limited to voice output, voice recognition, text enlargement, optical character recognition, electronic notetakers, and other technology used in an academic settings

Skills:

  • Prior experience developing and troubleshooting HTML and CSS to meet WCAG 2.0 standards
  • Proficient in the creation of accessible slides, documents and other common formats used in teaching and learning
  • Capable of using accessibility tools and features in MS Office, Adobe Acrobat (PDF), Google Apps for Education and other common software solutions
  • Experience leading complex, collaborative work groups involving multiple stakeholder groups, and leading collaborative projects across departments
  • Project Management skills including recordkeeping procedures; preparation and maintenance of a variety of records, schedules, and reports; developing schedules and meeting deadlines

Abilities:

  • Able to analyze use of assistive technology to support students in web-based learning environments and other instructional modes
  • Skilled in techniques for designing and modifying instructional content to meet accessibility standards (WCAG 2.0, Section 508 ADAAA)
  • Proven ability to learn the characteristics of new computer systems, software, and hardware related to assistive technology and update technical skills to adapt to changing technology
  • Communicate and work cooperatively with students, instructional staff, and others

Preferred Qualifications:

  • Master's degree in Education, Instructional Technology, Distance Education, Computer Science or a related field
  • Three years of experience training others on the design and development of instructional materials that meet accessibility standards (WCAG 2.0, Section 508 of the Rehabilitation Act), with specific emphasis on support for (UDL) principles
  • Two years (or equivalent) experience teaching/training users (instructors, staff, students) on effective uses of accessible instructional technologies.
