Information Technology and Computing Services (ITCS) is the central agency that supports enterprise-wide computing at East Carolina University. ITCS, through innovative information technology initiatives and service, provides opportunities for the ECUcommunity to excel in teaching, research, and service using state-of-the-market technology and collaborative environments. ITCS is first and foremost committed to providing excellent information technology support for faculty, staff, and students. ITCS partners with campus departments, other universities, and industry to make strategic investments in information technology infrastructure that will help maintain a competitive advantage in administrative applications, faculty research, and outreach to the state and nation. We will achieve this through increasing the core functions and deploying appropriate technology throughout the university.

The Central Project Office (CPO) serves the ECU community by acting as the IT project management office (PMO). The project office is committed to providing/maintaining a project methodology that project managers/leads follow, which inherently allows projects to be managed effectively and to be delivered on time, on scope and on budget. The mission of the project office is to provide and implement enterprise-proven project management principles and methodology that shall promote successful execution of projects; managing schedules, budget, and scope for our stakeholders, while fulfilling university strategic objectives.

Job Duties 

This position is responsible for managing Information Technology and Computing Services (ITCS) projects and/or initiatives, from start to finish. This includes carrying out varying duties such as planning, coordination, and implementation efforts, while also monitoring/controlling project scope, budget, schedules, project teams and resources; utilizing project protocols, templates and procedures. Additional responsibilities consist of identifying project risks and/or issues, including the development of risk mitigation plans, then communicating those identified to project sponsor(s), stakeholder(s), and ITCS Direct Reports, when applicable. In addition, this position will be responsible for the establishment of project artifacts and providing regular status updates to ensure transparency is provided to ITCS and the University community over the duration of the project(s).

This position leads planning, management, and/or implementation of various sized projects (small to medium projects), including facilitating the definition of project missions, goals, tasks, and resource requirements; resolving or assisting in the resolution of conflicts within and between projects or functional areas; developing methods to monitor project or area progress; and providing corrective supervision if necessary. Responsibilities include assembling the project staff; for their technical or functional development, performance, during the project or projects and managing project budget and resource allocation. This position facilitates the definition of service levels and customer requirements and interacts regularly with existing or potential clients to determine their needs and to develop plans for improving delivery. This position will advocate on behalf of clients and represent clients’ needs as appropriate to senior management and works cross-functionally to solve problems and implement changes. They follow a defined, agreed upon project management methodology. They present oral and written reports defining plans, problems, and resolutions to appropriate levels of management. Provides leadership and direction to the functional team so that tasks and activities are coordinated for project scope control, quality control, communication management, change control management, risk management and issue management. This position is responsible for the accurate, timely tracking and monitoring of assigned projects within the Project Portfolio Management (PPM) solution. This position will utilize the identified PPM tool to ensure that project(s) and program(s) statuses are accurate and complete.

This position may also be accountable for overseeing the elicitation of business, technical, and/or functional requirements.

This position may require non-business hour support including evenings and weekends, depending on the needs of the University.

Minimum Education/Experience 

Bachelor’s degree or an equivalent combination of education and experience. All degrees must be received from appropriately accredited institutions.

License or Certification Required by Statute or Regulation

Preferred Experience, Skills, Training/Education 

Bachelor’s degree in Computer Science, Computer Engineering, Project Management, Business Administration or closely related degree and two years of experience in IT project management or technical project management related work. PMP certification is desired.

Hands-on experience performing in an IT project management role for small/medium scale, complex IT projects with identified risk and knowledge of IT Project Management processes, procedures, documentation and reporting criteria per PMI/PMBOKmethodologies is preferred. Experience with Project Portfolio Management Tools and Agile project management is desired. The candidate should have experience counseling and advising senior level management and leadership regarding issues and risks, process re-engineering and technology issues. Experience preparing procurement/RFP documents, functional and non-functional IT application requirements, and managing third party vendors is preferred. The candidate should have the ability to perform detailed work planning, risk assessments and associated risk mitigation actions. Experience preparing procurement documents, functional and non-functional IT application requirements and managing third party vendors is preferred. The candidate should have excellent written and oral communications and possess conflict resolution and negotiation skills. They should have the ability to translate and communicate technical concepts, information, plans and procedures to both technical and non-IT business personnel and the ability to develop and maintain effective relationships with clients, management, and project team members.
