Position Information
The California State University, Office of the Chancellor, is seeking a Manager, Data Analysis to lead the data analysis effort for system wide ad-hoc report generation and development of system-wide data to support critical departmental reporting needs such as legislative analysis, budgeting, audit, bargaining, and the development of CSU annual publications/reports (e.g. Employee Profile, Staffing Trends, Census, etc.). The Manager, Data Analysis will work independently to perform the business function of complex and intricate data analysis and provide guidance and direction to the Senior (SR) Human Resources (HR) Analyst on the technical aspects of data extraction in administering ad-hoc data requests. The incumbent will need to utilize advanced communication and listening skills when meeting with requestors to clarify requirements and intended use. This incumbent will be privy to, and consistently utilize sensitive and highly confidential data related to collective bargaining and other related activities and may process and administer information contained in case files for PERB unfair labor practice cases, and contract grievance arbitration cases.
Responsibilities
Under the general direction of the Sr. Manager Compensation & Classification Programs the Manager, Data Analysis will:
- Work independently to perform data analysis and data extraction of system-wide data;
- Create reports/queries and run processes to extract information using the appropriate system and program language, e.g. PIMS, CIRS, Oracle and/or business intelligence data warehouse;
- Use independent judgment and schedule meetings to meet with requestors to clarify requirements, intended usage of report, data elements, report criteria and required logic as well as coordinate acceptable timelines for project completion given workload and departmental priorities;
- Perform complex and intricate analysis of output data to help interpret data e.g. identify trends, potential impacts and areas requiring special consideration utilizing pivot tables, filters, etc. via Excel, Hyperion, Access or other technical tools;
- Research and perform data comparisons and audits to advise corrective measures where necessary to ensure accuracy and validity of data prior to distribution;
- Organize and format materials in a clear, logical and easily comprehensible manner utilizing graphs, charts (histogram, line, bar, pie, etc.) and diagrams, etc;
- Prepare and present preliminary and final data analysis (in Excel, Word, PowerPoint, etc.) to requestors, executives, management or identified constituents;
- Comply with departmental standards for branding and data distribution before providing finalized information to internal and external constituents;
- Oversee, provide direction for, and manage the day-to-day functions of the Sr. HR Analyst.
Qualifications
This position requires:
- A Bachelor's Degree or equivalent combination of education and experience.
- Five to eight years' of experience in a human resources environment with knowledge of statistical analysis, data extraction, and the ability to identify and translate business requirements into functional specifications, and supervisory experience.
- Knowledge of Excel, PowerPoint, Access, SharePoint is required.
- Experience leading team discussions, working in a fast-paced, demanding and evolving higher education environment.
- Ability to work with individuals in all levels.
- Excellent written and verbal communication is required.
- Ability to identify and translate business requirements into functional specifications be self- motivated, with strong interpersonal skills to work effectively with a wide variety of clients.
- Must be systems savvy with the ability to easily adapt to a changing environment and priorities.
- Ability to perform proficiently and possess the ability to quickly learn and adapt to new system technologies.
- Knowledge working with Legacy systems is preferred.
