Organizational Unit Overview

The Division of Administration and Finance is ultimately responsible for all financial and administrative activities of East Carolina University and its affiliated Foundations. The Division consists of Financial Services, Campus Operations, Enterprise Risk Management, Information Technology and Computing Services, Human Resources, Business Services and various support activities related to the ECU affiliated Foundations. The Division is led by the Vice Chancellor of Administration & Finance. The Vice Chancellor is responsible for oversight of the policies, personnel, budgets and administrative activities of all operations at East Carolina University and its affiliated Foundations. The Division is responsible for more than $800 million of activities within the University and its affiliated Foundations. Within the Division, Financial Services is responsible for all budget and financial activities of East Carolina University and its affiliated Foundations. The mission of Financial Services is: To provide for the financial needs of the University and its Foundations in a customer-oriented, friendly environment while assuring the proper stewardship of all fiscal resources.
In addition, the Payroll Office is responsible for ensuring that the University is in full compliance with the IRS and INSrules and regulations governing all payments to non-resident aliens. A high level of knowledge and accuracy is demanded in the processing of payrolls to satisfy customer demands and to maintain compliance with the extensive and complex regulations and policies of the Federal and State government and University. The office successfully pays all employees through the use of two highly automated and complex systems Banner HR and Banner Finance as well as integrated time and attendance systems including Kronos Time and Attendance. The Payroll Office personnel work very closely with the Human Resource office personnel, the vice Chancellors of Academic Affairs and Health Affairs EHRA personnel; personnel in Grants and Contracts and personnel within the Budget Office to ensure employee assignments have been entered correctly into the Human Resource System. Excellent customer service is also demanded working directly with University employees.

Job Duties 

This position is assigned to the East Carolina University Payroll Office. This position will provide technical support for Banner, Kronos, Windstar, Web Time, and Mass Time Entry. Banner is the University’s ERP system. Kronos, Web Time, and Mass Entry are the University’s time keeping systems. The person in the position will perform audits and analytics related to Kronos; including performing historical edits at both the employee level and central level, and assist in identifying and resolving system processing errors under the supervision and authorization of the Payroll Director. This person will also assist in the implementation and testing of Kronos. This position will supervise 2 University Program Specialist positions.

Minimum Education/Experience

Associate’s degree in Computer Information Technology, Computer Technology Integration, Networking Technology, or related area and one year of experience in the information technology field related to the position’s role; or Bachelor’s degree from an appropriately accredited institution and one year experience in the information technology field related to the position’s role; or Bachelor’s degree in computer science, computer engineering, math or engineering or related technical degree from an appropriately accredited institution; or an equivalent combination of education and experience. Journey level requires an additional one year of experience.

License or Certification required by statute or regulation

Preferred Experience, Skills, Training/Education

4 year BS or BA degree, or equivalent, and three years of related experience; or equivalent combination of training and experience.

Three years of customer support, payroll or systems support experience.

Knowledge of visual studio, ERP testing and Microsoft Office Products.

License or Certification required by the Department
