Project Management Lead, Student Information Systems
In 2017, a new department was established to oversee the operations of the software solution installed during 2016 to replace the university's constellation of disparate student systems. The Student Information Systems (SIS) department is part of Information Systems and Technology in the Division of Administration.
The objective of SIS is to operationalize a continuous cycle of technical improvement and feature enhancements in the new PeopleSoft Campus Solutions system and its associated applications implemented as part of the Student Information Systems Project. These applications support processes in admissions, enrollment, registration, financial aid, student accounts, advising, and a student portal. To ensure the success of these mission-critical systems, SIS was staffed with a blend of technical and functional experts who will test and implement new features, respond to campus needs, and keep all systems running optimally throughout the academic cycle.
The department will be going through Phase 2 of SIS Project, and we are augmenting the department for this upcoming effort. This position is the Project Management Lead, working with the Directors of the SIS organization on phase 2 of the project.
This is a contract (temporary) employee position with access to full UC benefits. The duration is more than 2 years.
Responsibilities
SIS Phase 2 Project Management
Responsible for SIS Phase 2 project deliverables from initiation through delivery -- including definition of scope, gathering requirements, analysis, design, development, testing, campus communications, and risk management.

Has overall project management responsibility for SIS phase 2. May lead a team of technical project management professionals. Applies advanced technical project management concepts with a full understanding of project management practices and IT policies and procedures.

Responsible for providing analysis for highly complex, project-related issues.

Interacts with senior internal and external personnel as required to meet project deliverables.

Plans project timeline based on sponsor priority, directs large project team, develops detailed sprint plans, identifies and schedules work assignments, and may monitor budget/spending (people and dollars).

Works closely with SIS Operations team management to coordinate release timing and to identify points of integration and impact to ongoing operations and SIS team migrations, configurations and data updates;

Manage expectations and manage escalations of risk/decisions to keep projects on track.

Organizes interdepartmental activities ensuring completion of the project/product on schedule and within budget constraints.

Assist with documentation, design reviews and coordination of meetings to keep the project on track.

Provide regular status reports developed for executive management, campus partners and/or project team.

Lead project teams to refine implementation of r agile project management methodologies.

Manage status updates with JIRA and executive briefings.

Monitor and recommend iterative improvements to remove or eliminate inefficient processes and increase team velocity and delivery.
Lead or guide project close-out activities such as:

Project reports & HR offboarding

Planning, coordination, and monitoring of efforts required to transition from SIS Phase 2 Project to ongoing operations

Knowledge transfer from temporary project staff to career staff within SIS and campus partner units

Definition and documentation of service level agreements and RACI charts with campus partners

Implementation of departmental processes (e.g., Software Development Life Cycle, etc.)
Required Qualifications

Demonstrated knowledge of or prior experience with large-scale technical implementations is required.

Requires highly effective communication, organization, and project management skills.

Must be able to work in a collaborative manner to achieve results.

Requires strong conceptual and planning skills.

Requires advanced knowledge of all aspects of computing and communications including hardware infrastructure, networking, voice, software applications, operations and disaster response.

Has an understanding of how programs relate to other business strategies and initiatives.

Requires ability to assess campus needs for information technology products and design services to meet those needs.

Bachelors degree in related area and/or equivalent experience/training.
Preferred Qualifications

Demonstrated knowledge of or prior experience implementing PeopleSoft Campus Solutions and/or Student Information Systems in higher education preferred.

Delivery of student services at a higher-education institution preferred.

Professional and/or PMP certification preferred.
