Job Description

The IT Manager III (Senior IT Manager), is responsible for providing support for the Chief of Staff to the Vice President for Information Technology and Chief Information Officer (VPITCIO) and secondarily for executive leadership roles in the Division of IT to include the Chief Technology Officer (CTO), Chief Information Security Officer (CISO), and Deputy Chief Information Officer (DCIO). This position supports the outcomes of the IT governance program, strategic planning and implementation process, data and decision-support services, institutional effectiveness programs and reporting, and project portfolio management.

 

Required Education and Experience:

  • Bachelor's degree or any equivalent combination of education and experience.  One year of experience may substitute for one year of education. 

  • Seven years of information technology experience, which includes four years of team/program/project leadership. 

  • Completion of the Texas A&M HR Policies and Procedures for Supervisors (HRPPS) certificate program or equivalent training and education may substitute for one year of team / project leadership experience. Completion of the TAMU Leadership Institute or equivalent training and education may substitute for one year of leadership experience.

 

Required Special Knowledge, Abilities and Skills:

  • Knowledge of database, spreadsheet, presentation and word processing software. 

  • Executive-level oral and written communication skills. 

  • Ability to facilitate executive-level meetings and events. 

  • Ability to plan and organize effectively.

Preferred Education and Experience:

  • Master’s Degree in a related field.

  • Ten years of information technology experience in higher education.

 

Preferred Licenses and Certifications:

  • ITIL Foundations, Certified in the Governance of Enterprise IT (CGEIT), Strategic Planning Professional (SPP), Project Management Professional (PMP).

  • Strategic industry related skills to include, in-depth knowledge of the global IT industry and trends, advanced knowledge of IT security regulations, and advanced knowledge of current  and emerging IT industry issues and trends.

 

Responsibilities:

  • Assist with the development of IT strategic plan(s) and IT governance priorities.  Support annual event(s) to maintain and update IT strategic plan(s).  Gather data in support of research necessary to develop proposals outlining strategic projects, actions, and tasks required to implement strategic goals.  Monitor strategic projects, actions, and tasks necessary to implement strategic goals and produce recommendations to the Chief of Staff. 

  • Serve as the backup Division of IT representative for accreditation-related programs to the Office of Institutional Effectiveness and Evaluation (OIEE).  Support the creation of OIEE outcomes, objectives, targets, and measures for the Division of IT to the Chief of Staff.  Under the direction of the Chief of Staff, manage the Division of IT – OIEE program to ensure continuous improvement outcomes during annual reporting. 

  • Provide ad hoc supervisory support for strategic teams, task forces, and committees including delegation of assignments, input on salary decisions, feedback on performance and discipline. Support the activities of committees, sub-committees, and task forces in partnership with IT governance chairpersons.  Maintain committee member term, appointments, and committee scheduling information.  Serve as a backup to the Chief of Staff in facilitating IT governance program meetings and providing advanced administrative support to the Vice President for IT.  Support integration management of committee tasks and activities to ensure that work-streams route efficiently through committees.

  • Supervise the development of standard operating procedures for teams and committees.  Oversee the approval and coordination of documentation provided to executive management, customers, stakeholders, and vendors.  Support the preparation and administration of executive reports, internal policies, the budget, and related integration to IT governance, and programs of the Division of IT essential to successful fulfillment of the mission and VPITCIO directives.  

  • Develop and aggregate data for IT governance program communications to include the publication of website content.  Gather supporting information for the preparation of IT governance program agendas and manage follow-up items to ensure decisions are implemented.  Support the production of annual and ad-hoc reports outlining the performance of IT governance activities. Under the direction of the Chief of Staff, conduct data collection activities.  Support the design, development, collection, and analysis of surveys, peer benchmarking, and analytical studies.  Produce components of executive-level graphic reports and presentations for use by the VPITCIO.  Gather data necessary to directly support actionable executive decision-making at the strategic, tactical, and operational decision levels.

  • Support annual events associated with the IT governance program and the integration of strategic planning processes.

  • Collect and normalize project portfolio information for the Division of IT to enable and support executive decision-making, resource management, and project prioritization.  Act as the service manager for the Division of IT project portfolio tool.  Manage TAC 216 compliance processes and make recommendations for maintaining compliance for the Division of IT.

  • Participate in leading, motivating, developing, and coaching IT Governance team leaders and committee/task-force members toward objective completion.  Model ethical, regulatory, and performance standards.  Oversee and champion workplace diversity and inclusiveness.  Model and promote the open sharing of information, dedication to the team’s strategic mission, customer commitment, collaboration, and cooperation.

  • Perform limited advanced technical duties in support of strategic team projects and operations.  Act as the service manager for the IT governance program software application. Act as the service manager for the project portfolio management software.

  • Maintain, establish, and develop new strategic partnerships with executive management, stakeholders, customers, and vendors.   Coordinate the “Speakers Bureau” program for Division of IT professional development and University-wide IT Professional development.  Develop and process information necessary for the Strategic Review Process in support of the CTO, CISO, and DCIO decision-making process for the Division of IT.

  • Participate in training and professional development sessions. Perform other duties as assigned.
