Plans, develops, implements and evaluates large, complex projects. Directs project team and provides direction to a large and diverse project team. Directs the development of project goals, work plans, timelines and implementation strategies. Directs the identification of decision-making issues, key stakeholders, development and implementation of strategies to encourage and obtain stakeholder and community support. Performs other duties as assigned. | |
JOB DUTIES: |

40% - Essential - Project Management: Directs the activities of project teams or technical support staff engaged in complex information technology projects or technical support. Directs the development of project and task plans, resource estimates and schedules. Coordinates work to satisfy user requirements. Develops and manages project budgets and monitors expenditures and revenues. Maintains complete control of project schedule, budget and risk issues. Facilitates timely decisions to maintain project schedule and budget. Provides management with regular project updates, maintains trusting relationships, and identifies project risks early. Directs project team and makes staffing recommendations. 15% - Essential - Communication: Conveys the strategy of project team by setting goals, planning and prioritizing. Employs methods for identifying, acquiring, developing and managing project team. Uses performance appraisal tools as well as conflict management techniques. Keeps team motivated. Shares ideas and information freely, consistently, and reliably. Uses all forms of organizational communication. Establishes good working relationships with customer management. Directs preparation of reports for customer and Department management. Coordinates activities with management of other departments or agencies. 15% - Essential - Planning: Leads strategic planning and technical planning for large, complex IT projects, information systems, specialized technical areas or portions of the IT infrastructure. Evaluates information technology needs and recommends solutions. Develops planning documents for scope, requirements, schedule, financial, quality assurance, resources, communication, risks, procurement, and change management. Manages the execution and adherence to these plans. 15% - Essential - Project Execution: Establishes milestones and monitors adherence to master plans and schedules. Identifies program problems and obtains solutions, such as allocation of resources or changing contractual specification. Directs and manages project execution regarding the outcomes of activity completion, milestone completion, status of deliverables, costs, and schedule progress and updates. 15% - Essential - Monitoring and Control: Determines variances from the plans. Monitors Scope Creep. Performs configuration management against technical specifications. Recommends changes, defect, preventative and corrective actions. Reviews requests and recommends changes from original specifications with project sponsor, project team and stakeholders. Performs risk audits to ensure that every new and crucial risk is identified, planned and a risk mitigation strategy is created. Manages reserves. Facilitates conflict resolution among team members and stakeholders. Measures performance against plans and takes action. |

MINIMUM REQUIREMENTS: |
|
A bachelor's degree in communications, business administration, computer science (information technology), mathematics, statistics; management information science or a related field and experience in telecommunications, data processing and/or information technology. Relevant experience may be substituted for bachelor's degree on a year-for-year basis. |

Employees who are in time limited positions will earn one and one-quarter days of Annual and Sick Leave per month for a total of thirty (30) days per year. Eligible part-timers will earn days on a pro rata basis. |
