Technology Support – CETE Developer

The College of Education and Human Ecology at The Ohio State University is looking for a Systems Developer to support the Assessment Services Group within the Center for Education and Training for Employment.

About the Center for Education and Training Employment

CETE introduces a forward-looking vision, a larger staff, and an expanded commitment to research and development through the 2013 merger of The Ohio State University’s Center on Education and Training for Employment (CETE), Center for Special Needs Populations (CSNP), and Center for Learning Excellence (CLEX). The merger of these three College of Education and Human Ecology research centers sets the stage for expanded services in education, workforce, and community development.
CETE bridges research and practice through work in standards, curriculum, assessment, and evaluation. We have added capacity in teacher preparation, professional development, information management, communication technologies, resource development, and technical assistance.
Capitalizing on added experience with systems change, strategic planning, training, and computer-networking methods and technologies, CETE’s mission expands to address all levels of education — from early childhood to adult and from special needs to career-technical education. The addition of a community-engagement focus and an established workforce-development commitment completes the stakeholder trifecta.

Position Overview

As a part of the CETE Assessment Services group, the .net Developer is primarily responsible for the development, operations and enhancement of the WebXam application, may participate in other asp.net development projects as required. 
The position ensures the best possible performance, quality, and responsiveness of applications, identifies bottlenecks and bugs, and devises solutions to mitigate and address issues, helps maintain code quality, and organization. Translates use cases into functional applications. Designs, builds, and maintains efficient, reusable, and reliable code. Leverages knowledge of design principles for building a scalable application. Creates database schemas that represent and support business processes. Works with psychometric staff to provide detailed data reports. Supports DBA and backup management roles for business continuity purposes. 
The position also supports application code by receiving, documenting and completing work requests via phone or online ticketing systems. 

Position Environment

The Assessment Services Systems Developer reports to the Director of the Assessment Service. The position is an active team member and works closely with Senior Systems Manager, Systems Associate (help desk and center support), Systems Developer, and Unit Manager (IT group). The Assessments Services Group is an open work environment with a workload that is cyclical in nature and, at times, can be fast-paced and high stress. CETE is a grant funded environment that impacts a user population of over 200,000 users across a variety of projects.

 

Performance Objectives

In the first 60 to 90 days of employment, the successful candidate for this position will accomplish the following:
• Develop a comprehensive understanding of college and university policies and procedures
• Establish pivotal relationships within CETE and across the university’s technical operations
• Work with customers to solve problems and troubleshoot, as well as receiving training.
• Review and update test user environment to include troubleshooting, fixing bugs, upgrades, and re-coding
• Develop understanding and familiarity with underlying source code to make necessary changes
A long-term goal of this role is to review, re-write and take ownership of the group’s Teacher Test Review and Feedback process.

Required Qualifications

The selected candidate for this position will have demonstrated success in several areas, including:
• A Bachelor’s degree in an appropriate area or an equivalent combination of education and experience
• Experience with Microsoft SQL Server
• Proven experience as a .NET Developer or Application Developer
• Familiarity with the ASP.NET framework, SQL Server and design/architectural patterns (e.g. Model-View-Controller (MVC))
• Knowledge of at least one of the .NET languages (e.g. C#, Visual Basic .NET) and HTML5/CSS3
• Familiarity with architecture styles/APIs (REST, RPC)

Desired Qualifications

Desired requirements include:
• Knowledge of Entity Framework, GIT
• Source Control Systems, such as GIT
• Experience in Career-Tech Education.
