  • Ten years of planning and development experience in an IT management role including experience developing presentations/briefings and interfacing with executive management.

  • Management, development and implementation of project management methodology in an organization.

  • Demonstrated ability to deliver successful project outcomes.

  • Proven success in matrixed management initiatives and ongoing processes.

  • Knowledge of functional project management tools and methodologies including, but not limited to, Microsoft Project, building/tracking work plans and Earned Value Analysis.

  • Proven expertise in both strategic thinking and operational delivery of strategy.

  • Outstanding leadership traits.

  • Demonstrated ability to lead large-scale organizational change initiatives.

  • Skill in developing project management planning, execution and metrics methodologies, negotiation techniques, team building and influencing others.

  • Knowledge of re-engineering, quality and IT development processes and approaches.

  • Solid understanding and application of quality, change management, communication management and IT

  • Development processes and approaches.

  • Project Management Professional (PMP) certification from the Project Management Institute.

Description of Job Duties
  • Assists OIT management in managing and tracking project portfolio by utilizing project management processes and tools.

  • Represents OIT in campus master planning, capital improvement planning, and architectural space planning as assigned.

  • Assesses and tracks the portfolio of opportunities to support delivery of institutional value to OIT and its customers. Identifies and discusses additional initiatives that could help deliver achieve organizational objectives.

  • Helps identify projects that do not support the strategic direction and develops recommendations to put on hold or eliminate. Identifies barriers and/or resistance, develops and executes plans to overcome obstacles.

  • Responsible for development and implementation of project management methodology and supporting documentation including project life cycles, budgets, resource requirements, change management processes, risk management, key milestones, communication mechanisms, test plans, deliverables and other project management organizational process assets.

  • Oversees preparation of requests for OIT proposals and necessary meetings to facilitate hiring consultant services.

  • Prepares contractual agreements as necessary to facilitate hiring consultant services for IT infrastructure projects.

  • Implements, evaluates and recommends policies and procedures to ensure compliance with applicable institutional, system, state and federal policies, procedures and laws.

  • Responsible for project management of programming, design, bidding and construction related to new IT infrastructure, facilities, additions and renovation projects as assigned.

  • Concurrently managing multiple simple to complex projects from inception through project close-out.

  • Responsible for the preparation of project management infrastructure documentation including architectural, structural, mechanical and electrical systems, materials and such other elements as may be appropriate.

  • Focuses on service management processes (ITSM).

  • Establishes and maintains relationships with Faculty and Staff, Project Sponsors and project teams.

  • Builds collaboration between and within project teams.

  • Oversees projects using standardized frameworks, promotes effective portfolio management and supports IT governance processes.

  • Helps track all projects/initiatives within the program.

  • Maintains master work plan of all projects.

  • Develops business analysis capabilities to support the business cases for university-wide IT projects.

  • Tracks, analyzes and makes recommendations on status reports, issue resolution and program actuals against budgets.

  • Reports progress achieved and issues as they relate to achieving goals to OIT leadership.

  • Informs upper management on the current status of all project tasks.

  • Formulates project management training for project teams and trains project personnel.

  • Coordinates with University evaluation committees to develop recommendations for selection of Construction Managers, when appropriate.

  • Assists in maintenance and development of new IT infrastructure standards of practice utilized within the University.

  • Monitors and facilitates resolution of construction contract disputes and claims.

  • Shares responsibility for project management in organizing and maintaining past and present University infrastructure site drawings and construction and construction-related documents including drawings, maps, blueprints, surveys, specifications and project files.

  • Ensures timely and economic utilization of resources assigned to the project.

  • Generates necessary reports to maintain projects on time and on budget.

  • Documents findings and prepares recommendations for implementation of new systems, procedures and/or organizational changes.

  • Performs other duties as assigned.
