Facilities Services is a unit in the Campus Operations Division, which is a part of a broad, diverse division of Administration and Finance that includes all aspects of facilities management at East Carolina University. East Carolina University is the third largest university in the University of North Carolina system with approximately 28,000 full-time students and a staff of approximately 6,000. The university is comprised of 6.2 million square feet of facilities located on 1319 acres with $1.49 billion in physical assets.* This includes the Main, Health Sciences, West Research Campuses, and satellite locations associated with university programs. Facilities Services has an annual budget in excess of $30 million and employs over 400 full-time employees. Major functions include facilities maintenance and housekeeping services. Facilities Services primary purpose is to plan and perform corrective and preventive maintenance functions on all building structures and equipment and utility infrastructure. Corrective maintenance returns equipment to optimal design performance after failure or upon degradation from age, adverse operation conditions, etc. Preventive maintenance minimizes equipment failures and reduces corrective maintenance.

Job Duties 

The selected candidate will function as the Technology Manager for Campus Operations, comprising over 400 end users, several business applications, and numerous other technical systems. This position has significant programming/coding responsibilities (managerial and execution).
This position is responsible for providing application integration and server support; comprehensive technical consulting including needs analysis, installation and configuration of workstation hardware and software, troubleshooting, and problem resolution for desktop users; and providing guidance and direction for ongoing technology projects. The selected candidate will be responsible for administering departmental file, web, and application servers; ensuring that backup/restore procedures are in place and followed; troubleshooting server hardware, software, and server OS problems; assessment and application of OS, security, and virus patches; capacity planning; performance tuning; and assisting database administrators as required. Assistance will include updates, patches, anti-virus, and creation of data backups. Responsibilities include work in SQL and JavaScript. The selected candidate will also be involved in the operation and maintenance of other electronic systems including IWMS (Integrated Workplace Management System), mobile device management system, campus radio system, fleet management fuel systems, Power Metering Systems, and fire alarm reporting systems. The selected candidate will also be responsible for managing Campus Operations/Facilities web pages through the use of Word press.
This position works with little supervision in a team environment and will use both written and oral communication skills, as interaction with vendors and other employees will be required. This position will supervise one Technology Support Analyst – Contributing. This position will be responsible for planning system upgrades and new system installations using thorough knowledge of the following: Microsoft Windows Server 2012/2016, Windows Active Directory Organizational Unit administration, Microsoft Outlook and Exchange connectivity, SharePoint and Windows Server administration and backup.

On-call responsibilities may be required.

Minimum Education/Experience

Associate’s degree in Computer Information Technology, Computer Technology Integration, Networking Technology, or related area and one year of experience in the information technology field related to the position’s role; or Bachelor’s degree from an appropriately accredited institution and one year experience in the information technology field related to the position’s role; or Bachelor’s degree in computer science, computer engineering, math or engineering or related technical degree from an appropriately accredited institution; or an equivalent combination of education and experience. Journey level requires an additional one year of experience.

License or Certification required by statute or regulation

Preferred Experience, Skills, Training/Education

Graduation from an appropriately accredited four-year college or university and three years of experience in the information technology field related to the position’s role; OR graduation from an appropriately accredited four-year college or university with a major in computer science or information technology or related degree.

Strong project management and prioritization skills.

A strong knowledge of Microsoft Office products.

Experience providing support that encompasses both hardware and software troubleshooting, and malware and antivirus removal.

Experience with disk imaging concepts and technologies are preferred such as drive duplication (Ghosting) and various other software utilities.

Experience supporting operating systems (Windows Server 2012/2016, Windows 7, Windows 10) in a networked environment, as well as desktop applications (Microsoft Office, Internet Explorer, Mozilla Firefox, Adobe Acrobat, Java, etc.).

Supervisory experience preferred.

Familiarity with BIRT reporting would be a plus.

License or Certification required by the Department

A valid NC driver’s license.
