Information Technologies at the University of Delaware (www.it.udel.edu) provides the IT infrastructure, central IT systems and applications, and IT services for University of Delaware teaching, learning, research, administrative, and outreach activities.

The IT-Project Management Office (IT-PMO) focuses on alignment of IT goals and projects with University strategic goals, prioritization of major IT projects, and governance of IT projects. The mission of the IT -PMO is to provide a management structure that standardizes the project related governance processes and facilitates the sharing of resources, methodologies, tools, and techniques to improve the management and delivery of IT services.

Under limited direction of the Director, the Project Manager coordinates the major projects of the IT organization which is comprised of these seven units: Academic Technology Services, Client Services and Support, Management Information Services, Network and System Services, Strategic Operations, University Media Services, and Web Development. Working within a defined project management framework, the Project Manager develops and uses project management processes, including project charters, goals, scope, work phases, risk assessment, resources planning, schedules and budgets.

MAJOR RESPONSIBILITIES:

  • Leads IT project execution including project schedule, budget, oveall direction, cordinaion, implementation, execution, control and completion of specific projects ensuring consistency wih the T organization's strategy, commitments and goalsMonitors project progress ad ensures projects are delivered on timewihin scope and budgetSimultaneously launches and manages mltple projects throughout the project lifecycle of each project

  • Collaborates with the IT PMO Director regarding IT projects and priorities and to assure that work is aligned with UD priorities. Acts as a liaison between University business units and IT client departments, technology teams (internal and external) as well as support teams. Coordinates work onternal resources, third paries, contractors and vendors. Provides vendor management.

  • Collaborates closely with IT Senior Management regarding developing and deploying IT solutions. Supports reporting, metrics, and analysis.

  • Organizes and manages cross-unctional project teams. Defines project tasks and outlines the duties of team membersIdentifies project goals. Collaborates with various teams and schedules and facilitaes project meetings develop project pans and discuss projecstatusSupplies project management expertise, guidanceand supporo Iproject teams

  • Leads problem solving and issue resolution efforts.

  • Mentors and provides guidance to more junior project manager and business analysts.

  • Develops, maintains, and promotes project management methodologies, standards, policies, processes, practices, tools and templates. Supports the IT-PMO Director in administering the project inake and selection process for IT.

  • Develops proactive efforts that include management of risk, contingencies, and issues. Performs risk management to quickly and effectively identify and resolve risks to projectsthe department, and he Universty.

  • Develops budgets to secure funding for projects and tracks spending and works to find cost savings when possibl

  • Communicates information related o specific projects or the IT -PMO through multiple channels and delvery formats that are most effective for the particular audence. Gathers and documens all project results and repors or presents to the appropriate parties.

  • Conducts and provides instruction for nernal trainig programs. Participates in external training. 

  • Keeps abreasof industry standardsrecommendations, and guidelines in the area of project management and emerging information technologies. Researches new software, products or systems, including coordinating vendodemonstrations when needed. Attends projectgovernanceand leadershp meetings as needed

  • Establishes ad maintains appropriate working relationships with colleagues and users and propagates and folowUniversity policies and procedures governing IT efforts. Works within the departments overall strategic plan folowing project priorities and scopeMeets deadlines and achieves goals

  • Performs miscellaneous job-related duties as assigned.

QUALIFICATIONS:

  • Bachelor's degree and five years related experience, or an equivalent combination of education, training, and experience.

  • Project Management Professional (PMP) or Certified Associate in Project Management (CAPM) certification preferred.

  • Proven track-record of and experience with planning, developing, and implementing projects, particularly in the IT field.

  • In-depth knowledge of project management methodology and software implementation lifecycles.

  • Experience in different project methodologies, i.e. Agile, Scrum, Hybrid.

  • Experience working in large, complex IT environments.

  • Effective time and resource management skills to manage multiple projects and leverage resources in coordination with other projects and department needs.

  • Experience in leading and managing cross-functional project teams.

  • Experience managing stakeholder expectations.

  • Experience managing junior team members.

  • Experience in several platforms or technologies, in delivering solutions across multiple technologies, and an understanding of interdependencies with technologies in a program is preferred. Results oriented with strong organizational skills, attention to detail, and able to handle a fast-paced work environment.

  • Effective written and verbal communications skills including presentation skills for all levels of the organization
