Job Summary

This is an Associate Vice President level position. Reporting to the Chief Information Officer (CIO)/Vice-President Information Technology (VPIT), this key IT leadership position will primarily be responsible for helping develop and execute the CIO/VPITvision and technology strategic plan to move the university forward. The position will assist the CIO/VPIT coordinate and support all technical efforts including infrastructure and applications to ensure that IT services and solutions achieve the strategic vision of the CIO/VPIT, adhere to USF’s security framework, and needs of the university. The position will assist the CIO/VPIT, by overseeing: the operationalization of IT governance, policies, processes, and procedures, architectural and human resource gap analysis, planning, and remediation/recruitment, technology acquisition through lifecycle management, as well as capital (CAPx) and operating (OPx) budgeting and planning. This position also supports the CIO/VPIT in identifying strategic IT initiatives, developing key university stakeholder relationships, and managing vendor partnerships. As a member of the CIO/VPIT’s technology leadership team, this position serves as enterprise technology architect and provides recommendations and advice on ITS strategic direction and overall technology optimization. The successful candidate will be a seasoned technology professional with passion for technology and innovation.

This position has substantial budget impact – directly and indirectly within ITS in excess of $18 million dollars as well as indirectly across USF in ensuring enterprise wide projects are resourced well, executed on time, on budget and ultimately successful. There is also indirect budget impact in this positions role as enterprise architect, by being directly responsible for implementing business improvements and systems that save the institution money or improve revenues.

Job Responsibilities

Strategy and Planning

  • Provide leadership and innovation toward the identification, research, and evaluation of emerging technologies and trends that support the CIO’s strategic technology vision.

  • Collaborate with ITS Directors to help influence and shape the University’s technology roadmap.

  • Provide technical due diligence of institutional technologies and make sure they properly guide the university’s enterprise technology architecture vision.

  • Fit industry best practices, architectural best practices, and map to USF security framework.

  • Develop proposals, working with key academic and administrative leads and present to University executives to approve strategic ITS initiatives.  

  • Assist in overseeing the annual ITS CAPx and OPx university budgeting processes.

Technology Leadership and Relationship Management

  • Represent ITS on various USF governance bodies including the President’s Leadership Team and the IT Advisory Board.

  • Act as liaison and technology evangelist promoting the CIO strategic technology plan to key internal and external stakeholders.

  • Identify and develop stakeholder relationships; ensure that stakeholders are kept appropriately informed of IT initiatives.

  • Work in a consultative fashion with the administrative and academic department heads as an advisor of technologies that contribute to improved efficiencies and effectiveness.

  • Work collaboratively with the Information Security Officer (ISO) to provide and promote a secure, compliant and efficient University technology environment.

  • Identify, develop and maintain key technology vendor relationships. 

  • Act as a proxy for ITS leadership positions as needed.

  • Maintain the rolling18-month technology roadmap.

Operational Management and Oversight 

  • Provides technical support across all technology areas including infrastructure and applications, which includes operational and architectural adherence to USF’s security framework.

  • Facilitate ITS leadership’s work on Enterprise Architecture Review Board to ensure effective planning, design, integration and implementation of new and existing technologies.

  • Manage the Technology Change Control Board to ensure the effective transition of projects to operations as well as infrastructure and application production changes.

  • Manage the Service Operations Meeting to improve quality of IT services and internal IT operational efficiency.

  • Participate as a leader on the IT Project Portfolio Committee to ensure the effective delivery of technology initiatives.

  • Regularly assess and provide recommendations to better align IT services and technologies that support the University’s goals and objectives.

  • Regularly assess the service quality of IT operations and provide recommendations for continuous improvement.

  • Serve as the IT representative for the management of all Operational Level Agreements (OLAs) and Service Level Agreements (SLAs).

  • Review daily, monthly, and quarterly service level reports for compliance to agreed upon service levels and customer related information.

  • Conduct research and case studies on emerging technologies and provide cost/benefit analysis and recommendations.

  • Guide the technology lifecycle management to identify applications, platforms and infrastructure that fall into discrete categories: invest, sustain, migrate or eliminate.

  • Direct and provide architectural consultation and review to all units of the University to ensure new solutions are a good fit to the current technical environment and alignment to the overall technology plan.

  • Manage the ITS Resiliency Plan and partner with the ISO on the annual table top.

  • Manage and support the annual technology portion of the external financial audit.

  • Oversee the development of the annual ITS technology contractual maintenance budget.

Staff Management and Development:

  • Directs the Technology Services organization (Identity Services, Mobile Applications, Data Integration, Data Analytics and Application Program Management) through subordinate managers and key individual contributors

  • Ensure optimal structuring of the Technology Services organization, incorporating best practices and taking advantage of staff strengths.

  • Assess ITS staff and provide recommendations for growth opportunities and performance improvement plans.  

  • Develop and sustain a strong, cohesive, energetic, diverse, and innovative Technology Services staff.

  • Manage and develop technical teams through coaching, mentoring, skill building, and continual performance feedback.

  • Ensure appropriate professional development for staff, including USF mission aligned activities.

  • Set clear performance expectations for staff and hold staff accountable for performance.

  • Maintain positive staff morale and connectedness with the University.

  • Foster teamwork and collaboration.

Minimum Requirements

BS in related field and at least 12 years’ experience in the Information Technology arena; at least 10 years management and strategic experience in this field or MBA/MS in related field with 10 years’ experience, 7 of which must be managerial and strategic.

Additional Knowledge, Skills, and Abilities
  • Understanding of and commitment to USF’s Vision, Mission and Values.

  • 10+ years of diverse experience in all IT facets – software development, systems administration, database administration, etc.  

  • 7+ years of progressive management experience with project and operational budgeting oversight.

  • Need to possess outstanding interpersonal and communications skills.

  • Must have strong planning, analytical, problem-solving, and organizational skills with strong attention to details.

  • Advanced presentation and communication skills; ability to influence senior level executives.

  • Proven experience in a broad range of software development and information technologies.

  • Proven technical leadership experience with excellent strategic planning and change management skills.

  • Proven ability to communicate technical concepts in non-technical language and engage a diverse community.

  • Proven technical experience with broad knowledge of networks, servers systems, applications, databases and messaging technologies.

  • Experience with complex enterprise systems.

  • Experience with IT Infrastructure Library/IT Service Management (ITIL/ITSM) and formal change management controls, ITIL certification preferred. 

  • Experience with budget formulation, review and projection.

  • Experience with contract and vendor management, and with good negotiation skills.

  • Working knowledge of IT security issues, federal and state regulations, and business best practices. 

  • Display understanding of the higher education landscape including, challenges, opportunities, and compliance issues.
