Chief Information Officer
Provides leadership in planning, implementing, coordinating and securing the use of information resources for administrative functions and instruction capabilities for the university.
ESSENTIAL FUNCTIONS:

Supervises, coordinates and standardizes, according to purpose and discipline, the purchase, installation and maintenance of all academic and administrative computer hardware and software. Provides support in the purchase, installation and maintenance of all computer hardware and software for all university areas.

Responsible for all student computer labs including maintenance, upgrading, student lab assistants, software acquisition and coordination with faculty to ensure that requirements for academic coursework are available as required.

Responsible for all distance education activities including planning, implementation, maintenance, training, and security. This includes credit courses, non-credit activities, and administrative and support area needs of the university.

Implements and supervises training for a continuous program of faculty and staff development in the use of computer and distance education technology.

Develops and manages budgets for all aspects of information resources and telecommunications activities.

Serves as the campus liaison for the Student Information System (SIS) and assumes responsibilities for overall coordination of successful implementation.

Creates and implements policies and procedures for security of SIS system.

Serves as primary security officer for Financial Accounting Management Information System (FAMIS). Responsible for implementing policies and procedures, distributing information regarding changes and

improvements to system, logon access and interacting with security officers at The Texas A&M University System. Responsible to state and internal auditors for system security.

Provides backup security for Uniform State Accounting System (USAS), including State Property Accounting (SPA). Responsible for assuming all duties and responsibilities of the primary USAS security officer in their absence. Responsible to state and internal auditors for system security.

Responsible for all voice communication technology, including planning, purchase, implementation, staff training, maintenance, monitoring, reporting and disaster recovery.

Serves as Information Resource Manager and Information Security Officer for the university. Responsible for all planning and implementation of requirements of the Texas Legislature, the Department of Information Resources, and the Legislative Budget Board which includes Biennial Operating plans, Strategic Plans for Information Resources, and all other state requirements. Responsible to state and internal auditors for meeting DIR requirements and legislative mandates.

Responsible for risk assessment and disaster recovery planning for all electronic data and information resources. Responsible for meeting and maintaining requirements set by the Texas Legislature, the Department of Information Resources and the Texas State Library Records Division. Responsible to state and internal auditors for risk assessment and disaster recovery planning relating to electronic/information resources.

Represents the University on technology and distance education matters to external entities such as the Texas Higher Education Coordinating Board, The Texas A&M University System, business and industry, other universities/colleges, local schools and communities.

Completes, updates, evaluates and maintains an active Institutional Effectiveness divisional/unit plan(s) and evaluation strategy/strategies which link to the University Strategic Plan and the unit budget and provides for the documentation of the use of assessment results for continuous quality assessment and improvement.
KNOWLEDGE & SKILL REQUIRED:
Minimum Requirements

Bachelor’s degree or equivalent combination of education and experience.

Ten (10) years information technology management/leadership experience
-
Knowledge of computer and distance education technology.

Knowledge of database management
-
Effective communication skills, both oral and written.
-
Effective human relations skills.
Preferred Qualifications
-
Advanced degree in educational technology or related field.
-
ITIL Certification.
-
Professional certification in an IT Security discipline.
-
Demonstrated experience with IT Policy/Procedure development.
-
Experience managing IT Risk/Compliance and Audits.
-
Demonstrated experience developing IT Strategic Plans/Technology Roadmaps.
-
Experience developing, managing and reporting for IT Budgets for mid-sized or larger businesses.
