IT Project Manager Director
JOB SUMMARY
The IT Project Manager Director oversees the project management process by planning, executing, and delegating responsibilities to ensure complete project implementation in support of department initiatives and institution goals. Projects to include information technology projects that incorporate all aspects of IT including but not limited to Networking, Development, Security, and other projects as assigned.
Duties & Responsibilities
MAJOR DUTIES

Responsible for overseeing projects and for ensuring they are being executed at full potential. As required, insert themselves into ground-level management to assist, redirect, or re-establish solid project methodologies to maintain the integrity of the project, and mitigate risk throughout each project(s) and their overall life cycle.

Responsible for developing and deploying standardized project management processes, methodologies, templates, and governance/communication processes to enable the consistent, high-quality execution of IT projects across the organization and through all phases of the project life cycle.

Facilitates and communicates among key stakeholders and organizational leadership to build the mission and vision of the Project Management Office (PMO) organization and to foster a project-management-oriented culture and mindset.

Foster collaboration, strategic alignment, integrated planning, and execution across multiple functional areas.

Serves as a subject matter expert for deployed project management processes and tools.

Serves as a leader and/or member of multi-functional, multi-department project teams to provide direction in the development, management, and implementation of organizational initiatives.

Coaches, mentors and guides others within the organization to improve project management skills as defined by the scope, risks, potential issues and resources of projects.

Conducts regular project reviews; validating planning, issues and risks, schedule, and communication.

Proactively identifies process improvement opportunities and drives continuous process improvement utilizing post-project reviews with all participants/stakeholders and ensures a "Lessons Learned" document is prepared for the record, or review, and then leveraging those Lessons to enhance and improve future readiness in every project moving forward.

Escalates critical issues for appropriate and timely resolution as needed.

Prepares and maintains required data, records, reports, and other project related documentation and artifacts.

Manages various small and large vendors to ensure contract adherence, and service level agreements are being met according to the applicable contract.

Develops short and long-term strategic plans and program objectives in alignment with the CIO and organizational missions.

Builds and maintains relationships with senior leadership and key stakeholders, and acts as a trusted advisor.

Leads, manages and provides guidance in the development of PMO team members.

Ensures quality and timely communication, both verbal and written, at all levels of the organization and within the community.

Prepares reports for the Chief Information Officer and Administration regarding status of projects.

Performs related duties as assigned.

SUPERVISORY CONTROLS
The position reports to the Chief Information Officer (CIO) and works in alignment with the strategy of ITC and San Juan College. The CIO along with the IT Project Manager Director establish overall project goals and objectives; work is reviewed through conferences, reports, and results.
GUIDELINES
Guidelines include San Juan College's security policies, industry best practices, and college and department policies and procedures. These guidelines require judgment, selection, and interpretation in the application.
COMPLEXITY/SCOPE OF WORK

This is an extremely complex position. This position owns the projects but doesn't own the services those projects are for and must work with the technical and business owners of these services to get the projects to correct completion. This position will report directly to the CIO to enable the required authority on IT projects.

Will have direct impact on future processes. Projects - case by case dependent upon customers.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY
This position will have direct supervision over the Project Management Office (PMO) team: Project Managers (1), Business Analyst (1), and Portfolio Manager (1).
Qualifications
MINIMUM QUALIFICATIONS

Bachelor's degree and five years experience as a senior project manager with experience in cross-functional/disciplinary project management and leadership on large scale and/or complex enterprise-wide projects or an equivalent combination of education and experience.

Minimum of five years of experience in building/modify process improvement; minimum of four years of supervisory experience; and must be certified in Project Management (i.e., Project Management Professional (PMP)).
