Responsible for four components of systemwide educational program management and analytical work: (1) Responsible for leading and executing the planning, execution, control and reporting of Education projects system-wide within the constraints of scope, cost, quality, time and stakeholder expectations. Projects may include a) planning and related program analyses (e.g., curriculum, instruction and assessment review, the effectiveness of campus interventions, development of teacher performance appraisal systems etc.), including projections, benchmarking or other comparative studies; b), re-engineering or change management; and c) contractor management. (2) Responsible for the design, planning, recommendation, and implementation of approved research and evaluation projects supported by the execution of various basic and advanced data/statistical analyses intended to address education challenges and professional practice questions as well as provide informational presentations of those projects to enhance decision-making at Kamehameha Schools, and (3) to design and write analyses, reports both general and technical – including sections of the education quarterly and annual reports to the CEO and trustees, (4) Also responsible for the compilation, organization, integration, standardization, access, and management of education data sets and related data.

Project Based Management and Implementation: Responsible for leading and executing the planning, execution, control and reporting of systemwide - Preschools, Tri-Campus, DOE, and CEI-related projects within the constraints of scope, cost, quality, time and stakeholder expectations. Therefore, position will be able to specifically:
Planning and analysis - Support short and long range systemwide educational planning efforts via facilitation of discussion, program statistical and/or operational analyses, including final report drafting, review and delivery.
Business processes – Facilitate, support, develop, re-engineer educational business processes, including gap analysis and developing, mapping, maintaining and updating related documentation, coordinating cross function discussions of education leaders and inter-workings of educators and with other KS-wide support units. Risk assessment of individual processes or lack of process. Initiatives may be accomplished in connection with new technology implementation, process risk assessments, quality control and assurance assessments or stand alone improvement opportunities.
Systems implementation – Facilitate, support or develop system requirements and system selection and implementation, identify and coordinate subject matter experts, functional and technical resources for education project execution.
Resource management – Secure, coordinate, manage and supervise internal and external (contractors) resources to achieve project objectives as needed.
Change management – Manage, train and support educational leadership and staff through unit or organizational change associated with specific projects.
Provide facilitative leadership to educational leadership and staff (Headmasters, principals, curriculum coordinators, division/program directors and faculty) to actively support and advance new data collection and monitoring techniques to provide timely, reliable, and valid data for decision-making about Kamehameha Schools education programs and the impact of various educational interventions. This includes:
The design, planning, recommendation, and implementation of approved research and evaluation projects.
The execution of various basic and advanced data/statistical analyses commonly used in cross sectional, education, and longitudinal studies intended to address education related challenges and professional practice questions,
And improve education programs that serve children of the Kamehameha Schools and advance the innovative and operational effectiveness of KS as an educational organization.
Support, design, and write analyses, reports, general and technical – including sections of the education quarterly and annual reports, to the CEO and trustees, as well as make informational presentations to project stakeholders in order to enhance decision-making at Kamehameha Schools.
Responsible for the compilation, organization, integration, standardization, access, and management of data sets and related databases in the KS organization and extant data provided by outside agencies (e.g. DOE), to be used for comparative and analysis purposes.
Works collaboratively within Ho'olaukoa to manage and contribute to projects and practices to facilitate system-wide change and the growth of professional educator practices.

Position Requirements

Ph.D., Ed.D or similar terminal degree in Education, Social Science, Behavioral Science, Educational Psychology, Sociology, Psychology, Social Work or closely related field and over 3 years of research experience in educational settings, independent scholarship, writing technical and professional reports for decision-making; experience with the management of large scale research projects; experience in the creation of valid and reliable tests and measures for outcomes assessment; and experience working with multiple levels of educational stakeholders, or
Masters Degree in Education, Social Science, Behavioral Science, Educational Psychology, Sociology, Psychology, Social Work or closely related field and over 5 years of research experience in educational settings, independent scholarship, writing technical and professional reports for decision-making; experience with the management of large scale research projects; experience in the creation of valid and reliable tests and measures for outcomes assessment; and experience working with multiple levels of educational stakeholders.
Competence in the design, control, and implementation of research based social science and/or education studies to include:
Experience in the presentation and translation of data for decision-making and management, as well as the ability to quantify the impact of educational programs in a useable format for a variety of campus stakeholders, using best practices with regard to appropriate publication standards as a writer of scientific reports.
Proven experience in using data to design a “roadmap” for programmatic improvement through focused interventions (through project management skills) and the use of “legislative leadership” (Collins) to ensure implementation and monitoring.
Data collection and management of data. Background knowledge in standards of excellence in the systematic assessment of educational organizations and organizational effectiveness (for application to the design and operation of the KS education strategic plan.
The management of relational databases to store, access, and archive student data.
The use of a wide variety of assessment measures including: criterion and norm referenced tests, rating scales, and curriculum based assessments which serve as the systematic basis for making inferences about the learning and development of students. Expertise in gathering and interpreting such assessment evidence through a strong combination of measurement, statistical, technological, and psychological skills. Includes the ability to develop reliable and valid measures and assess the psychometric qualities of those measures.
Competence in applied measurement and the statistical analysis of research data to include knowledge of the management of small and large data sets including file construction for SPSS, SAS and other statistical procedures inclusive of advanced statistics such as analysis of variance, regression analyses, factor analysis, multivariate analysis of variance, logistical regression analysis and structural equation modeling to insure rapid access and analysis for decision-making.
Experience and leadership in the project management and development of large complex educational systems involving campus based, extension/outreach educational programs, or other innovative educational models to include:
Structured Project Planning, Execution and Control: Ability to methodically plan, execute and control moderate to high-risk/prioritized initiatives. Able to manage project scope, quality, cost and schedule to pre-determined constraints.
Stakeholder Management: Position is communication intensive. Must have the ability to identify and influence a wide range of campus stakeholders and campus leadership expectations.
Technology and Business Change Management: Able to plan and execute custom application development systems, packaged systems and related education business changes. Must be able to collaborate with project stakeholders to identify and apply the appropriate change methodologies for education.
Team Development: Strong ability to lead and/or work in groups and teams to accomplish defined common goals and objectives.
Strong organizational skills to prioritize and handle complex, multiple, simultaneous campus projects and meet established timelines and deadlines.
Demonstrated ability to remain flexible in a demanding work environment and to adapt to a rapidly changing environment.
Ability to understand processes and identify common cause effect impacting a process and implement process improvements
Ability to analyze and conceptualize, and to work independently with a high degree of accuracy and with highly confidential information.
Strong interpersonal and (oral, verbal, and written) communication skills which can provide leadership and guidance to content experts in the areas being assessed; decision makers who need to understand the assessment outcomes, or staff at various levels in the organization.
Ability to be flexible, learn new systems and processes as required.
Ability to analyze and comprehend financial statements, system reports, and spreadsheets, perform a high volume of complex calculations and multiple tasks concurrently, communicate effectively to various campus staff.

Preferred Qualifications:

Experience in working across a complex and decentralized educational system involving both union and non-union processes and requirements.
Experience in management by policies and procedures accompanied by the ability to foster cooperation, coordination, and inclusive decision-making.
Experience in working with ethnically diverse student and staff configurations – especially with a Native Hawaiian cultural understanding.
Knowledge and experience with the systems and process at Kamehameha Schools.
Experience in working with Trustees and a CEO managed education system.
