The Los Rios Community College District is a two-year public college district serving the greater Sacramento region. Our district includes American River, Cosumnes River, Folsom Lake and Sacramento City colleges; major centers in Placerville, Davis, West Sacramento, Elk Grove, Natomas and Rancho Cordova; and special services for business and industry.
Our colleges offer transfer education – students complete freshman and sophomore years and transfer to a four-year college or university – and AA/AS degrees and certificates in over 70 career fields. The District’s 2400 square mile service area includes Sacramento and El Dorado counties and parts of Yolo, Placer, and Solano counties. Approximately 75,000 plus students are enrolled in our four colleges and outreach centers.
The District office houses a number of district-wide services. These include the Chancellor’s office, Board Room, Legal Services, Business Services, Human Resources, Institutional Research, District Police Department, Resource Development and Information Technology. Other district-wide services which can be found at various locations around the community are the, Facilities Management Department and the Workforce and Economic Development Center. Each department strives for the highest quality in all programs, services, and activities for our communities and staff.

Position Summary |
The Information Technology Director of Production Services, under the general direction of the Associate Vice Chancellor of Information Technology (AVCIT), plans, directs, and manages the staff, day-to-day operations and projects of the Production Services Unit (PSU) in the District Office IT Department (DOIT). The Director leads the PSU in selecting, training, developing, assigning, supervising, and evaluating staff; develops and prepares the annual unit plan; develops and prepares the annual PSU budget proposal; coordinates the aggregation of the DOIT department budget proposal, budget submission, funding allocations, and status reporting; coordinates and authorizes DOIT expenditures and financial transactions in accordance with established requirements, regulations, and procedures. The Director negotiates and manages contracts related to the acquisition of services, software, and equipment; defines and documents project management standards and methodologies used broadly in DOIT and specifically in the PSU; directs the development, preparation, and maintenance of PSU project plans and related reports; reviews and authorizes PSU project plans and resource allocations; represents DOIT in participatory governance and district leadership activities and communications. Current tools used in the deployment and support of district application, database, operating system and middleware software programs include: PeopleSoft (Financials, Human Resources, and Student Administration), D2L Learning Management System, Canvas Common Course Management System, Oracle DBMS, SQL/Server DBMS, COGNOS, SAS, Red Hat Linux OS, Windows Server OS, Tuxedo, WebLogic, and other associated products and tools. Typical duties may include, but not limited to: ● Managing a highly complex, fast-paced, high performance unit that ensures production enterprise systems function reliably and within established performance parameters while maintaining currency of environments, relevance to business needs, and scalability for future use. ● Maintaining, patching and upgrading operating systems, computing applications systems, database management systems, application interfaces, middleware, and intersystem messaging handlers. ● Ensuring business continuity and continuity of service delivery through regular successful continuity tests and disaster recovery plans documenting district expectations and district accepted risk levels. ● Preparing operational information technology plans based on strategic plan and/or forecasted needs of users. ● Planning, organizing, directing, and evaluating acquisition, replacement, modifications, and retirement of computer systems, maintenance and support of software and hardware, facilities, staffing requirements, system analysis and design, and overall budgetary implications for the support of information technology systems and development projects implemented by district staff or third party vendors. ● Implementing an organized and structured methodology of assessment, resource allocation, progress monitoring, deployment and documentation; provides leadership and oversight to multiple concurrent projects of varying size and criticality. ● Providing analysis of budgetary requirements for current and future years for the managed area and the combined department budget. ● Developing and maintaining operational policies, procedures and standards required to provide flexible and cost-effective support of the information technology systems. ● Establishing and administering contracts for services in support of Production Services functions and the overall department for acquisition, implementation, documentation, maintenance and operation of applications, databases, and system software to provide cost effective development and support of the information technology systems, including coordination with both college and district office user communities. ● Developing and maintaining a deep understanding of the operational needs and operational procedures of the business and instructional units that utilize District operated production systems. ● Developing qualitative and quantitative measures of productivity, quality control, workload performance standards, system reliability and availability. ● Administering and directing the project, operational planning, and training program for the unit personnel to assure ability to meet critical operational and project deadlines and commitments. ● Ensuring and supporting a high degree of reliability and availability of production information technology systems, and provides quality services to the users of those information technology systems and customer focused department-wide production problem-resolution. ● Providing regular reports on the administrative and instructional computing systems and associated technical support status, including user satisfaction, priorities, budgetary status, system availability, project task progress, and completion status of work requests and trouble calls. ● Providing regular status reports to district governance groups and leadership. ● Using collaborative efforts to develop options and establish priorities for various projects and maintenance activities. ● Working with business and instructional users to establish appropriate levels of participation in the development of specifications, review of proposed solutions, testing of system modifications, implementing and testing new releases, and end user trainings. ● Administering production system Change Management, Project Management, Resource Management, and other IT practices and methodologies that assure high quality work products; works with staff to plan and implement training as necessary to keep staff current with technical knowledge and techniques used to support the district’s systems. ● Serving as a resource to the Associate Vice Chancellor of Information Technology and other directors of the Information Technology Department, college IT deans, and managers of the business units. ● Supporting planning for software purchase and deployment, operation and problem resolution. ● Coordinating departmental Human Resource activities including job description creation, review and modification, and contract review and application. ● Establishing appropriate information security controls within the IT department and collaborates with others to establish information security controls for application software, databases, and system software district wide. ● Overseeing the development of Requests for Proposal (RFP) and other quote or bid requests as appropriate for district information systems, equipment, infrastructure and services; works with district General Services department to negotiate vendor contract, terms and conditions, service level agreements, and payment structure. ● Serving as back up to the Associate Vice Chancellor of Information Technology. ● Working flexible hours including evenings and weekends when necessary; performs other duties as assigned. ● Performing other duties as assigned.

Assignment Responsibilities |
Knowledge and Abilities of: ● Principles of personnel management, communications, project management and planning. ● Enterprise Resource Planning solutions, Instructional and Learning Management Systems, and general enterprise system application management and support standards, procedures, and policies. ● Enterprise database and system infrastructure standards, system security, data security, and data integrity. ● Data center and enterprise systems operations standards and help desk functions ranging from end user support activities to tier III technical troubleshooting and problem resolution, documentation, and communication. ● Fundamentals of near-term and long-term production system capacity planning and resource allocation evaluation, monitoring and reporting. ● Strategic and tactical information planning principles and techniques and ability to develop strategic and tactical plans related to use, maintenance and implementation of technology solutions. ● Principles and methods of business continuity and disaster recovery as related to system access and availability, computing, storage, networking, connectivity, and necessary support. ● The essential functions of the position; plan, organize and direct work of others in the information technology field; work effectively with IT and district management; work effectively with clients of the information technology; analyze situations accurately and take effective action. ● Preparation of clear, complete and concise reports; represent and articulate the position of the department, colleges and district. The assignment may include travel to non-district facilities to participate in events which may require multiple day absences from both home and office.

Minimum Qualifications |
1. Have a bachelor’s degree from an accredited institution completed by January 3, 2017, in computer science, management information systems or related discipline; or, other bachelor’s degree with two additional years of qualifying experience.
2. Have five years of progressively responsible experience, including at least two years of supervisory experience, in a large educational, governmental, commercial or industrial organization, which includes responsibilities in planning, operational and project management, supervision and budget administration in the information technology field.
3. Have sensitivity to and understanding of the diverse academic socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, including those with physical or learning disabilities as it relates to differences in learning styles.
