Job Summary

The Vice President and Chief Information Officer (CIO) is a collaborative change agent focused on business practices and technologies that support the institutions strategy and core missions of education and research, while improving administrative operations and services. The CIO will oversee the Unviversity of Texas at Arlington IT organization’s strategic and tactical planning, organizational management, financial management and project governance, and will lead day-to-day IT operations.

The CIO will provide leadership and vision for the development and use of information systems, resources and technologies that support the school’s academic and administrative needs and will leverage their knowledge of technology and business process to optimize operations of the school’s business.

Essential Duties and Responsibilities

Strategic Leadership
• Ensure the IT organization is aligned with education and mission and goals.
• Work effectively with non-IT colleagues on strategy, innovation and processes to create the optimal IT portfolio of projects, infrastructure and services.
• Manage relationships with strategic partners.
• Assist in identification of product and services opportunities for commercialization or partnerships with businesses.

Leading Change
• Build effective relationships inside and outside of the organization by collaborating and cooperating effectively, especially with those holding divergent objectives.
• Create and manage transparent, collaborative, and effective decision-making processes.

Execute Effectively
• Ensure the IT function is responsive and tightly coupled to faculty, researchers, students and administrative staff.
• Provide IT services at the appropriate quality and cost.
• Manage IT projects to achieve effective outcomes, in scope, on time and within budget.
• Create and use effective metrics to communicate and drive results.
• Guarantee appropriate security technologies and practices are in place to protect information technology assets.

Leadership of People
• Recruit and develop exceptional staff to ensure that current and future talent needs are met.
• Create a high-performance and high-accountability culture.

Knowledge of and Use Industry Standards and Trends
• Implement and use industry frameworks (e.g. ITIL, Cobit, CMM, and PM).
• Continuous review of potential transformative products and services in the Higher Education market space.
• Maintain relationships with Higher Education organizations and technology partners to provide industry comparison metrics and thought leadership.

Required Qualifications

Bachelor’s or Master’s degree in Computer Science, Information Systems, Business Administration or related field, or equivalent work experience. Twenty or more years of experience in IT and business/industry. Seven to ten years of executive leadership responsibilities. Demonstrated experience in IT strategic planning, organization design and development.

Preferred Qualifications

Preferably ten or more years of experience in directing industry-leading, large, cross-functional teams and/or enterprise wide programs, influencing senior-level management and key stakeholders effectively across the organization and within complex contexts. Preferably proven experience or demonstrated capability in leading IT transformational initiatives in complex and dynamic environments by taking advantage of digital opportunities to innovate business models and enable the digitalization of the business.
