Position Summary

The Chief Information Officer (CIO) provides leadership and management oversight for all aspects of technology, enterprise and information systems, infrastructure, and services, including policy, standards, practices, assessment, and security standards and measures. The CIO will foster a culture of process improvement and service orientation for all user communities; evaluate and prioritize technology initiatives and solutions; and collaborate with stakeholders to further University strategic and operational goals to ensure effective, efficient and secure operation of all systems. The CIO will be a creative information technology leader, an outstanding collaborative manager, and an excellent communicator. Areas of responsibility include, but are not limited to, information systems, instructional/academic technology, administrative systems and processes, computer operations, technical support functions, communications, networks, computer applications/systems development and delivery systems.

Education/Experience

Master’s degree and/or advanced degree in information technology or a related discipline, and a minimum of 7 years of progressively responsible professional and leadership experience in higher education including senior administrative position(s) in delivering information technology services and programs and ensuring cybersecurity, privacy, and IT risk management. Experience in implementation, management, and use of databases relevant to university operations, technology infrastructure for delivery of online courses, and electronic resources.

Demonstrated ability to effectively manage budgets and to negotiate and manage contracts and vendor relationships.

Physical Requirements

Medium work: Exerting up to 50 pounds of force occasionally and/or a negligible amount of force constantly to move objects. Activity includes keyboarding, standing and/or sitting, walking, lifting, climbing, stooping, kneeling, crouching, crawling, reaching, talking and hearing. Close visual acuity to perform an activity such as viewing a computer terminal and reading printed materials. Subject to both environmental conditions; activities occur inside and outside.

Essential Functions

The CIO has overall responsibility for all aspects of the University’s information technology systems, security, services, budget, and staff. Responsibilities include, but are not limited to, the following:

Design and coordinate the implementation of a comprehensive IT security program that detects, mitigates, and responds to system, network, and other technology vulnerabilities and ensures compliance with international regulations, federal mandates, guidelines, and adopted industry best practices.

Establish and lead a formal IT governance body that develops strategies, sets priorities, develops plans, and approves major projects and policies in alignment with the University’s strategic initiatives.

Explore, evaluate, and prioritize opportunities for automation, efficiency, and cost reductions.

Establish and maintain collaborative campus partnerships for developing a multi-year IT plan that aligns with, supports, and advances the University’s strategic priorities across all divisions including enrollment and recruiting, retention and student success, cost containment and efficiency, online learning, and advancement and fundraising.

Lead the University’s Core User Group that focuses on administrative/academic needs, data standards, etc. in regard to the ERPand other systems.

Establish an IT capital plan and life cycle funding for replacement of technology.

Develop, deliver, assess, and sustain an effective IT training program for campus constituencies.

Lead the process of organizing, managing, and strengthening a comprehensive information technology portfolio.

Coach and ensure ongoing staff development and training to ensure that best practices in IT service management are implemented and support a culture of quality customer service.

Provide technology leadership and trusted advising to members of executive, academic, and technology teams.

Collaborate with campus leadership in planning for disaster recovery and business continuity.

Meet the technology needs of students, faculty, and staff in an ever-changing university, technological, and fiscal environment.

Authorize and oversee the deployment, monitoring, maintenance, development, and support of all hardware and software based on institution-wide needs.

Develop, maintain, assess, and implement IT policies and procedures, including, but not limited, to those for architecture, security, disaster recovery, standards, purchasing, and service provision.

Oversee negotiation and administration of vendor, consultant, and service contracts and ensure the University receives the full scope of service detailed in IT contracts.

Prepare department annual budgets and administer funds according to budget approval.

Maintain security of all data proprietary to the university and provide for the complete backup of all computer systems in case of system failure or disaster.

Maintains awareness of changing IT trends and regulations which may impact the University and recommend or take appropriate corrective action as required.
